The Government approved a new draft law on security yesterday. The message we want to reiterate is clear and simple: the State stands by those who follow the rules. Over these last years, we have tackled juvenile crime with bold measures: from pre-trial detention in prison even for minors who use weapons, through to tough action against the use of knives among young people. We are now taking another step to combat the group violence that is increasingly involving minors too. This is what happened at the Colosseum a few days ago, for example, when groups of youths attacked police patrol cars and caused serious disorder. We want to put a stop to such occurrences. This is why our new regulations introduce common-sense measures. If you have a criminal record and decide to form a group to carry out acts of violence, the Questore [provincial police chief] may prohibit you from associating with your co-offenders. If you breach that ban, you face prison. If you cause damage as part of a group, you risk up to five years behind bars, with the possibility of delayed ‘caught in the act’ arrests. Furthermore, anyone who has behaved aggressively in nightlife spots may be identified and detained for up to 12 hours to stop them causing further trouble. This has already proven effective against violent protesters. Then there is the new development regarding an issue that is particularly important to us. Until now in Italy, we have witnessed a paradox that is an affront to the sense of justice: honest citizens being ordered to pay compensation - sometimes very large sums, with the risk of losing the fruits of a lifetime’s work - to criminals who have attempted to rob them, because they defended themselves and defended their families. This measure brings an end to such injustice. Anyone who suffers harm while committing a crime will no longer be allowed to claim compensation through the civil courts, regardless of any possible criminal liability on the part of those who defended themselves against an assault, theft or robbery. Our goal remains the same: to protect the rights of law-abiding citizens, and not the demands of those who break the law. Security is, and will remain, a priority for this Government. This was a promise we made to citizens and we continue to deliver on it, day after day. Il Sottosegretario alla Presidenza del Consiglio, Alfredo Mantovano, ha presieduto oggi, a Palazzo Chigi, una riunione dedicata alla situazione di crisi industriale e produttiva della Regione Basilicata. All'incontro hanno preso parte il Ministro delle Imprese e del Made in Italy, Adolfo Urso, il Ministro del Lavoro e delle Politiche Sociali, Marina Calderone, il Ministro per gli Affari europei, il PNRR e le Politiche di coesione, Tommaso Foti, il Presidente della Regione Basilicata, Vito Bardi, il Sottosegretario Paolo Barelli e una rappresentanza per il Dipartimento per le politiche di coesione e per il Sud della Presidenza del Consiglio dei ministri. Nel corso della riunione sono stati affrontati i principali problemi che interessano il sistema produttivo regionale, con particolare riferimento alla crisi del comparto automotive, alla capacità estrattiva di gas e petrolio, allo sviluppo industriale e al finanziamento degli interventi nelle aree ZES. Sono stati inoltre esaminati i temi dell'approvvigionamento idrico per gli stabilimenti di Acciaierie d'Italia, del piano di autonomia energetica di Acquedotto Lucano e delle iniziative legate alla ZES Cultura. The ‘Master of the Art of Italian Cuisine’ awards ceremony was held at Palazzo Chigi this morning. For the second consecutive year, the awards were presented by the President of the Council of Ministers, Giorgia Meloni, in the presence of the Minister of Agriculture, Food Sovereignty and Forestry, Francesco Lollobrigida. The award was established by Law no. 59 of 19 April 2024 to promote and celebrate masters of Italian food and wine and the professionals who preserve, pass on and innovate Italy’s heritage of culinary know-how and traditions. The winners chosen for the 2026 edition represent the entire agri-food supply chain. In the gastronomy and cuisine categories, the awards went to Francesco Panella and Enrico Cerea respectively, with Simone Padoan winning the prize for the art of pizza-making. The awards recognising the connection with the land and its fruits were presented to Piero Antinori for the wine sector and to Antonella Titone for the olive-growing sector. Margherita Angela Mastromauro and Pierluigi Roscioli were the first to receive awards in the new categories dedicated to the arts of pasta-making and bread-making, respectively. Rounding off the awards were the categories of patisserie, gelato and the art of cheese-making: Federica Russo received the patisserie award, Eugenio Morrone the gelato award and Nicola Bertinelli the award for cheese-making. The ten Masters received a bronze medal, a pin and an insignia, made by the Istituto Poligrafico e Zecca dello Stato [Italian State Printing Works and Mint]. There were more award winners compared with 2025, after the Ministerial Decree of 31 October 2025 introduced new categories: in addition to the sectors originally provided for by the legislation, the arts of pasta-making and bread-making are now included. The goal remains to promote professional excellence and Italy’s wealth of culinary traditions in their entirety. “We are proud to have introduced a law establishing this award, which celebrates our heritage and the skill of those who, every day, make it so well-loved and appreciated the world over. The Masters of the Art of Italian Cuisine are key to Italy’s national prestige and their work makes us proud, as they promote our identity and culture around the globe. L’approvazione all’unanimità in Parlamento della legge che consente di allontanare donne e bambini dalle famiglie mafiose rappresenta un tassello fondamentale per innovare la legislazione antimafia costruita da Giovanni Falcone e Paolo Borsellino e per renderla sempre più solida ed efficace. La legge introduce un nuovo strumento di prevenzione, che si va ad aggiungere a quanto già previsto a livello normativo e operativo sul fronte della repressione e della collaborazione. Lo Stato offrirà un’alternativa di libertà a chi nasce in una famiglia mafiosa ma non vuole crescere e diventare mafioso. Bambini, ragazzi e donne avranno l’opportunità di scegliere la propria strada e lo Stato garantirà loro la protezione necessaria per costruirsi altrove una vita libera, onesta e sicura. Voglio ringraziare il Presidente Colosimo, la Commissione Antimafia e tutti coloro che hanno promosso quest’iniziativa e che l'hanno portata avanti con costanza e determinazione. Con questa legge, alla vigilia del trentaquattresimo anniversario della strage di via D’Amelio, rinnoviamo ancora una volta il nostro impegno per onorare con i fatti la memoria di chi ha sacrificato ogni cosa per liberare l’Italia dal cancro mafioso. Ieri il Governo ha approvato un nuovo disegno di legge sulla sicurezza. Il messaggio che vogliamo ribadire è semplice e chiaro: lo Stato sta dalla parte di chi rispetta le regole. In questi anni noi abbiamo affrontato la criminalità minorile con norme coraggiose: dalla custodia cautelare in carcere anche per i minorenni che fanno uso di armi, fino alle misure severe contro l’uso dei coltelli tra i più giovani. Ora aggiungiamo un ulteriore tassello per contrastare quei fenomeni di violenza di gruppo che stanno coinvolgendo sempre più spesso anche i minorenni. È, per esempio, quello che è accaduto pochi giorni fa al Colosseo, dove gruppi di ragazzi hanno assaltato le volanti delle Forze dell’Ordine e provocato gravi disordini. Sono fenomeni che vogliamo stroncare. Per questo, con le nuove norme introduciamo misure di buon senso. Se hai precedenti penali e decidi di organizzarti in gruppo per commettere atti di violenza, il Questore può vietarti di stare insieme alle persone con cui delinqui. Se violi quel divieto, è prevista la reclusione. Se partecipi a un danneggiamento di gruppo, rischi fino a cinque anni di carcere, con la possibilità di arresto anche in flagranza differita. E poi, chi ha tenuto comportamenti aggressivi nelle aree della movida potrà essere identificato e trattenuto fino a 12 ore, per impedire che torni a creare problemi. Uno strumento che ha già dimostrato di funzionare contro i manifestanti violenti. Poi c’è una novità che riguarda un tema al quale teniamo particolarmente. Finora in Italia noi abbiamo assistito a un paradosso che offende il senso della giustizia: cittadini onesti condannati a risarcire, anche con somme molto elevate, con il rischio di perdere il frutto del lavoro di una vita intera, i delinquenti che hanno tentato di rapinarli, perché si sono difesi e perché hanno difeso la propria famiglia. Con questo provvedimento noi mettiamo fine a questa ingiustizia. Chi subisce un danno mentre sta commettendo un reato non potrà più chiedere un risarcimento in sede civile, indipendentemente dalle eventuali responsabilità penali di chi si è difeso da un’aggressione, da un furto o da una rapina. Il nostro obiettivo resta sempre lo stesso: tutelare i diritti dei cittadini onesti e non le pretese di chi delinque. La sicurezza è, continuerà a essere, una priorità di questo Governo. Lo avevamo promesso ai cittadini e continuiamo a mantenere quell’impegno, giorno dopo giorno. I wish to greet and thank Minister Nordio, Minister Piantedosi, President [of the Parliamentary Anti-Mafia Committee] Colosimo, Mayor Lagalla, Prefects Pisani and Mariani, Generals Longo and De Gennaro, Public Prosecutor De Lucia and Police Commissioner Calvino. My thanks and greetings go to all the authorities present. We are here to review the efforts being carried out by the State and institutions at all levels to guarantee the safety and security of this region and to identify the most effective solutions in order to keep tackling and providing responses to the most urgent problems facing the citizens of Palermo. Today, the Committee is meeting once again and I chose to be here because citizens’ safety and security is above all built by engaging in dialogue with local communities, and especially with those who guarantee security on the ground. I am also here to reiterate, once again, that this city and its citizens are a key focus for the Government and the institutions. We are doing this on a particularly important day for Palermo, and not only for Palermo. We’ll be going to the ‘Museo del Presente’ shortly to unveil the white Fiat Croma that Giovanni Falcone, Francesca Morvillo and Giuseppe Costanza were travelling in on 23 May 1992. Until now, this car had been kept at the Penitentiary Police training school in Rome and has now been temporarily transferred to the Falcone Foundation. This gesture has very, very important symbolic value, for which I must of course thank Minister Nordio. This is an important day in an important week which, as you know better than I do, will come to a close with the 34th anniversary of the Via D'Amelio bombing that killed Judge Paolo Borsellino and five of his bodyguards, both men and women. A day that clearly places an even greater responsibility upon us, because this city and its history have contributed to the identity and civic conscience of our nation as a whole. This is a place, perhaps more than anywhere else, where the State has shown that it is not willing to back down when really tough times come along and that it is not willing to back down in the face of mafia violence. We have clearly taken up this message and are trying to carry it forward; we are trying to reiterate this with the same determination today too, not only by celebrating our heroes of the past but also by seeking to understand how we can do our part to live up to that example and lesson. We are well aware of what has been happening in certain areas of the city recently, especially in the north-western suburbs and several municipalities along the coast, from Isola delle Femmine to Capaci and Carini: bursts of Kalashnikov fire, intimidation of shopkeepers and business owners, petrol cans set alight to terrorise the public. We hadn’t seen such images for a long time and we have no intention of tolerating them. I am therefore also, and above all, here to say thank you, because the State hasn’t just stood by and watched. In the last few hours, Carabinieri from the Provincial Command of Palermo, to whom we would of course like to express our thanks, arrested 22 people – which then became 24 people unless I’m mistaken – suspected of playing a leading role in the rise in crime over recent months; in other words, the perpetrators and instigators of the attacks and acts of intimidation that have been terrorising the district of Tommaso Natale - San Lorenzo since November last year – the same people who put Kalashnikovs back on this city’s streets. This investigation, coordinated by the District Anti-Mafia Directorate headed by Public Prosecutor De Lucia, has led to charges ranging as far as extortion and the possession of military-grade weapons, aggravated by the use of mafia methods. In short, I believe this sends out an unequivocal message, which is especially fitting this week. Anyone who thinks they can drag Palermo backwards and terrorise honest workers will find themselves facing a determined State that will react and strike back. For this, I must thank Public Prosecutor De Lucia and all the prosecutors and judges, investigators and public security forces – so, let’s say, this entire committee. Furthermore, I wish to highlight that, alongside these investigations, the State has also taken immediate action on the ground. Prefect Mariani, whom I also thank, has ordered the creation of ‘red zones’ in the Sferracavallo and Zen neighbourhoods, which are the most vulnerable to such phenomena. Minister Piantedosi has assigned 90 extra officers to patrol the local area, and those are in addition to the 850 officers already assigned to this area since 2025. The Ministry of the Interior, together with Prefect Pisani, has earmarked further resources to hire more Local Police personnel for special patrols. In addition to the EUR 9 million already allocated to Palermo and the municipalities in its metropolitan area, there will be a further allocation of EUR 6 million – clearly very valuable resources that will be used to fund urban security projects and strengthen local policing. In particular, a trial of investigative video surveillance systems will soon be getting underway in the city’s most at-risk areas. The CCTV cameras in question are directly operated by the Mobile Squad in order to prevent and crack down on crime. I believe these are important signs above all of our capacity for teamwork and our real and constant focus which, in my view, must be strengthened even further. We are here to discuss how we can further strengthen this together, also in order to continue providing the utmost support for victims of extortion and intimidation. The message must be clear: the State is present and will not let decent people down – the people who, every day, roll up their sleeves to create wealth and jobs in this region. However, I believe we can succeed in doing even more and even better. I therefore think that this Committee should try and set itself the goal of finding operational solutions as quickly as possible in order to launch a special operation to monitor and maintain a permanent police presence in the area, starting with the neighbourhoods most at risk. I am thinking above all of the Zen neighbourhood, as well as others. This presence can obviously be provided by police forces, but not only – perhaps also with the involvement of military personnel and the army in joint operations; if necessary, we can also take action on the regulations governing ‘Safe Streets’ operations. I believe this can be our next step in further strengthening the important work that has been done and is necessary to put a stop to the escalation of violence that part of this region is currently experiencing, carrying on the work we should be proud of. From 2023 to date, 118 high-impact operations have been carried out here in Palermo, including those involving railway stations; more than 3,000 police officers have been deployed; over 14,000 individuals have been checked; including the red zones, around 45,000 individuals have been checked – 3,500 of them foreign nationals – with anyone deemed dangerous and with a criminal record being removed. Over the last four years, there has been an almost 60% increase in assets confiscated from the mafia in the Metropolitan City of Palermo and returned to the local community – transferred to local authorities: 128 properties have been confiscated and allocated primarily to tackle the housing emergency. In other words, wealth has been seized from mafia organisations and made available to the community in order to help with the problems being faced by households, especially the most vulnerable households. The State has not lowered its guard here and will keep striking organised crime’s economic interests, structures and ability to intimidate. We will persist also by evolving, because mafia organisations clearly also change – they invest in the legal economy, exploit new technologies and seek new avenues for infiltration and new ways to influence the production system, which is why it is also crucial to keep strengthening investigative tools and supporting the work of all the institutions involved on this front. I am therefore here above all to say thank you to all of you and, together with you, to send out a clear message: the State is present in Palermo and intends to be increasingly so, with determination and, certainly, with humility, but also consistently and resolutely, without ever backing down, because this is the most serious way we have of honouring the memory of those who have sacrificed their lives for freedom and legality in regions like this one.
