New draft law on security: President Meloni’s video message

The Government approved a new draft law on security yesterday. The message we want to reiterate is clear and simple: the State stands by those who follow the rules.
Over these last years, we have tackled juvenile crime with bold measures: from pre-trial detention in prison even for minors who use weapons, through to tough action against the use of knives among young people.
We are now taking another step to combat the group violence that is increasingly involving minors too. This is what happened at the Colosseum a few days ago, for example, when groups of youths attacked police patrol cars and caused serious disorder.
We want to put a stop to such occurrences.
This is why our new regulations introduce common-sense measures. If you have a criminal record and decide to form a group to carry out acts of violence, the Questore [provincial police chief] may prohibit you from associating with your co-offenders. If you breach that ban, you face prison. If you cause damage as part of a group, you risk up to five years behind bars, with the possibility of delayed ‘caught in the act’ arrests. Furthermore, anyone who has behaved aggressively in nightlife spots may be identified and detained for up to 12 hours to stop them causing further trouble. This has already proven effective against violent protesters.
Then there is the new development regarding an issue that is particularly important to us.
Until now in Italy, we have witnessed a paradox that is an affront to the sense of justice: honest citizens being ordered to pay compensation - sometimes very large sums, with the risk of losing the fruits of a lifetime’s work - to criminals who have attempted to rob them, because they defended themselves and defended their families.
This measure brings an end to such injustice. Anyone who suffers harm while committing a crime will no longer be allowed to claim compensation through the civil courts, regardless of any possible criminal liability on the part of those who defended themselves against an assault, theft or robbery.
Our goal remains the same: to protect the rights of law-abiding citizens, and not the demands of those who break the law. Security is, and will remain, a priority for this Government. This was a promise we made to citizens and we continue to deliver on it, day after day.
