De verkoop van het bedrijf dat gegevens van Nederlanders opslaat, DigiD, moet aan veel strengere regels gaan voldoen. Het kabinet wil niet meer dat landen waar zo'n bedrijf gevestigd is, persoonsgegevens van burgers kunnen opvragen. Nu is dat nog wel het geval in de Verenigde Staten. Dat leidde de afgelopen tijd voor veel ophef door de naderende verkoop van Solvinity, het cloudbedrijf dat gegevens van DigiD opslaat. Het kabinet wil daarom dat de aanbesteding van Solvinity valt onder de veel strengere aanbestedingsregels van defensie. Daar worden bedrijven uitgesloten van landen die via lokale wetgeving data van Nederlandse burgers kunnen opvragen. Amerikaans Staatssecretaris Van de Burg (Slagvaardige overheid) wil niet zeggen dat Amerikaanse bedrijven per definitie nu buiten de boot vallen om het bedrijf achter DigiD in handen te krijgen. "Het gaat niet om de vraag of het Amerikaans is of nu", aldus Van der Burg. "Het gaat erom dat alleen bedrijven kunnen meedoen waar niet het risico bestaat dat het land waar het bedrijf gevestigd is, informatie wil." Hij erkende dat dit nu in de Verenigde Staten het geval is. "Maar dat kan weer veranderen." De afgelopen tijd is er, ook in de Tweede Kamer, veel onrust geweest en discussie ontstaan over de mogelijke verkoop van Solvinity aan een Amerikaans bedrijf. Het bedrijf slaat de gegevens op die via DigiD gebruikt worden voor overheidsinstellingen, zoals de Belastingdienst, maar ook zorgverzekeraars en pensioenfondsen. Het gaat bijvoorbeeld om persoonlijke gegevens zoals leeftijd, adres, gezinssamenstelling en telefoonnummer. Eind mei verbood het kabinet tal de overname van Solvinity aan het Amerikaanse bedrijf Kyndryl "ter bescherming van het publieke belang." Cruciaal De strengere aanbestedingsregels zijn nodig, zegt Van der Burg, vanwege de verandering van de "geopolitieke situatie die nadrukkelijk is veranderd". "We zien hoe belangrijk het is om gegevens die voor Nederland cruciaal zijn ook voor Nederland goed beschermd zijn."
