LARKANA: The Right Bank Canal System of Sukkur Barrage is currently experiencing a critical irrigation water shortage, severely impacting the command areas of Larkana an Qambar-Shahdadkot districts, as well as the lands in Balochistan, fed through the North West Canal (NWC) during the peak Kharif crop season. The impact is also affecting Dadu Canal, Rice Canal and those irrigating the Sukkur district. Sources privy to the situation told Dawn on Saturday that the prevailing shortfall across the canal network has reached an alarming level — North West Canal (-) 64.1%, Rice Canal (-) 38.0% and Dadu Canal (-) 82.0%. Credible data obtained from sources in Sindh’s irrigation department indicates that Punjab is currently drawing 53,394 cusecs against its allocated share of 44,000 cusecs — an excess withdrawal of around 21.35%. Similarly, Taunsa Barrage is lifting 25,694 cusecs against its entitled share of 24,000 cusecs, reflecting an over-withdrawal of approximately 9.3%. Meanwhile, the pond level at Chashma Barrage has recorded a continuous rise, climbing from 644.9 feet on Friday to 646.4 feet on Saturday, indicating accumulation of water in the upper reaches even as downstream scarcity deepens to a more critical situation. Official data shows crisis deepening due to over-withdrawal by Punjab A reliable source told Dawn on Saturday that the chief engineer Barrage Management Unit was kept abreast about the current water situation. He was requested due consideration and necessary action. The matter was also conveyed to the irrigation secretary and the department’s technical secretary, besides other officials concerned. Despite Sindh having submitted an indent of 130,000 cusecs, only 100,000 cusecs is being released, leaving the province to contend with a massive shortfall. The irrigation people said that the particular concern is the controversial Chashma-Jhelum (CJ) Link Canal, which remains operational and is drawing approximately 16,500 cusecs — a volume that exceeds the combined flow of several canals at the tail-end barrages that irrigate the country’s major agricultural zones. The ongoing water crisis in Sindh’s Right Bank Canal System is affecting millions of acres of agricultural land and stands in direct contradiction to the principles of equitable water distribution enshrined in the Water Apportionment Accord of 1991. In the light of the grave situation, the federal authorities are being urged to take immediate steps to ensure Sindh receives its rightful water share without delay; review and regulate excess water withdrawals in the upper reaches; streamline operations of link canals in accordance with the designated allocations; and established regulations to ensure adequate water supply to Sukkur Barrage’s Right Bank canals to meet the agricultural needs of Larkana, Shahdadkot, the Balochistan segment, Dadu and Sukkur districts. The situation demands urgent high-level intervention before the ongoing shortfall causes irreversible damage to the region’s agriculture and rural livelihoods. This report is based on field data and official irrigation records from the Sukkur Barrage Right Bank Canal System. Pakistan Peoples Party (PPP) Sindh President Nisar Ahmed Khuhro has constantly been reminding the authorities concerned that Sindh, as a major contributor to the national economy, produces 5.5 million tonnes of rice annually and generates $1.4 billion in rice exports. Cutting the province’s water share during Kharif amounts to ‘economic massacre’ of this lower riparian province. “Sindh produces 67% of the country’s agricultural output, yet it is being deprived of its rightful water share,” he stresses. The current shortages of water in Right Bank canals of Sukkur Barrage pertaining to Larkana, Shahdadkot, Dadu, Shikarpur, NW Canals and Balochistan are as under: NWC (-) 64.1%, Rice Canal (-) 38% and Dadu Canal (-) 82%, respectively, says Ishaq Mugheri, a former president of the Sindh Abadgar Board’s Qambar-Shahdadkot district chapter. Most farmers and landowners in Shahdadkot, Qubo Saeed Khan and other vast areas irrigate their lands with supplies from the Saifullah Magsi branch and due to incomplete remodeling of the major irrigation channels, the paddy transplantation had not been started. He says: “We are still waiting water to reach the tail-end to start preparing paddy nurseries.” Mr Mughiri says that Dadu Canal allocation is 4,995 cusecs but being provided only 860 cusecs; North Western Canal allocation is 6,260 cusecs and is provided 2,100 cusecs for Larkana and Qambar- Shahdadkots. The Rice Canal’s allocation is 8,700 cusecs but it is provided only 5,300 cusecs. The withdrawal at Taunsa is 25,694 cusecs against the entitled allocation of 24,000, 9.3% in excesses. Another issue that would crop up between Sindh and Balochistan is over their respective water share from Grang Regulator as presently NWC is receiving lesser water, which is the key channel for water distribution, Mr Mugheri said. US President Donald Trump has spent years attacking his predecessor Barack Obama for what he called a giveaway to Iran. The image of "pallets of cash" became one of his favorite political talking points, a symbol of what he portrayed as weakness in dealing with Tehran.Yet the irony of the current moment is becoming harder to ignore. As negotiations to end the latest US-Iran confrontation stall, Iran is demanding access to billions of dollars in frozen assets, and the success of any deal may depend on whether Trump agrees to some form of financial relief. The president who built his Iran policy around rejecting Obama's approach may now find himself confronting the same reality that faced previous administrations -- diplomacy with Iran often comes with a price tag.Pay $12 billion now, and $12 billion laterAn indication of how central money has become to the negotiations came from Mohsen Rezaei, military adviser to Supreme Leader Ayatollah Mojtaba Khamenei, in an exclusive interview with CNN. According to Rezaei, the negotiations have reached a deadlock and the responsibility for breaking it lies squarely with Trump. By publicly linking the prospects of peace to the release of frozen assets, Iran has effectively made financial compensation the central political hurdle in the negotiations.Trump's Obama problemFor Trump, the issue is not as much financial as deeply political. CNN reported that Trump has repeatedly instructed his team that any agreement with Iran must be viewed as stronger than the 2015 nuclear accord negotiated by Obama. Equally important, he wants to avoid anything that resembles the controversial payments that became a focal point of Republican criticism a decade ago.Throughout his political career, Trump has portrayed the Obama administration's handling of Iran as evidence of weak leadership. The agreement capped uranium enrichment, reduced centrifuge capacity and established what experts described as one of the most intrusive inspection regimes ever negotiated.The deal also coincided with the release of $1.7 billion to Iran, a figure that Trump and other critics frequently cited as evidence of appeasement. Critics argued that sanctions relief and financial compensation rewarded Iranian behaviour across the region.Supporters of the agreement took a different view. They argued that much of the money involved consisted of Iranian assets that had already belonged to Iran and that the deal successfully halted Tehran's progress toward a nuclear weapon while providing unprecedented transparency into its nuclear program.Former US Energy Secretary Ernest Moniz, who helped negotiate the agreement, told CNBC that the JCPOA's most important achievement was its extraordinary verification system. Arms control experts similarly maintain that the deal effectively constrained Iran's nuclear ambitions before it unraveled.Why the current situation is more difficultThe irony for Trump is that negotiations now are taking place under conditions far less favorable than those that existed in 2015. After the US withdrew from the JCPOA in 2018, Iran gradually breached many of the agreement's restrictions. It expanded uranium enrichment, accumulated a much larger stockpile of nuclear material and scaled back some transparency measures.Many think that any new agreement must address a more advanced Iranian nuclear programme and a more complicated political environment. There is also the added challenge of rebuilding trust after years of mutual escalation. That reality means economic incentives have become even more important. Tehran is demanding tangible benefits upfront rather than promises of future relief. From Iran's perspective, accepting new restrictions without immediate financial gains would be politically difficult.Trump's search for a political workaroundTrump's advisers are acutely aware of the political risks. According to CNN, administration officials are exploring mechanisms that would allow Iran to receive financial relief without creating the appearance of a direct US payment. One possibility involves third countries such as Qatar releasing funds. Another would permit access to frozen assets while restricting their use to humanitarian purchases such as food, medicine and agricultural goods. There have also been discussions about creating reconstruction funds financed largely by Gulf states rather than the United States.These proposals reflect an important reality. The debate is no longer about whether Iran should receive economic relief at some stage. It is increasingly about how that relief can be structured so that Trump can claim he has not repeated Obama's mistakes. In that sense, the dispute is becoming as much about political messaging as about financial policy.Leverage versus peaceThe White House remains reluctant to surrender what it views as one of its strongest bargaining tools. Trump has publicly insisted that the United States will retain control over frozen Iranian funds until Iran meets Washington's demands. Secretary of State Marco Rubio has similarly emphasised that sanctions relief should follow compliance rather than precede it.The administration's concern is straightforward. Once funds are released, Washington loses a major source of leverage. That leverage could prove critical during the highly technical second phase of negotiations focused on Iran's nuclear program. Iran, however, sees the issue differently. For Tehran, immediate access to frozen assets is evidence that the United States is negotiating in good faith. Without such a gesture, Iranian leaders appear unwilling to commit themselves to a broader settlement. That difference in perspective has created the current impasse.The choice facing TrumpThe strategic dilemma confronting Trump is becoming increasingly clear. He can maintain a hard line and refuse any significant financial concession, preserving political consistency but risking the collapse of negotiations. Or he can accept some form of economic relief for Iran, potentially unlocking a broader peace agreement but exposing himself to accusations that he has embraced a version of the same approach he once condemned.Rezaei's comments to CNN show how central that decision has become. By presenting the release of $24 billion as a test of trust, Iran has effectively challenged Trump to choose between ideological purity and diplomatic pragmatism. For a president who built his Iran policy in opposition to Obama's legacy, that may be the most uncomfortable choice of all. If peace ultimately requires releasing billions of dollars in frozen Iranian assets, Trump would be seen as eating his words when he had asked Iran for complete surrender.

This experimental approach seeks to establish immunity against a broad range of viruses, including all known coronaviruses, rather than targeting a single circulating strain. Traditional vaccine development typically relies on a currently circulating viral strain. However, certain viruses are adept at mutating, causing conventional vaccines to lose efficacy quickly. This is why seasonal flu and Covid shots require regular updates. “We’re always behind,” Professor Jonathan Heeney of Cambridge told the BBC, noting his team’s goal is to reverse this dynamic. “What we’re trying to do is get ahead of the curve.” The researchers claim it is the first time a vaccine’s key component has been designed entirely by AI and then trialled in people. To achieve this, researchers compiled genetic codes — the biological instruction manuals — from coronaviruses documented by global surveillance programs. An AI system analysed these sequences to design a “super-antigen.” Antigens are essential components of vaccines that train the immune system to attack foreign invaders. This super-antigen trains the immune system to defend against the entire family of viruses, providing immunity even if viruses mutate or a new infection jumps from animals to humans. The technology is “surprising all of us”, Heeney said, adding it is “amazing what we can do with it for the good of humanity”. “This is about making vaccines that protect us, not just from today’s viruses, but protect us from what can cause the next outbreak or disease,” Heeney said. “This is a fundamental shift in how we prepare for pandemics.” Initial trials involving 39 participants assessed safety. A subsequent study of approximately 200 individuals will test how effectively the vaccine stimulates the immune system. Findings published in the Journal of Infection indicated that the impact on the immune system was “modest,” yet the results continue to generate excitement. Prof Saul Faust of the University of Southampton, who led some of the trial work, said the AI-driven approach “definitely has potential” and described it as “really exciting”. “What’s really interesting is the technology is an awful lot better at designing vaccines for potential pandemics when viruses are changing,” he said. While coronavirus research remains in early stages, the team is leveraging the technology to develop vaccines for other ailments. According to the report, they are conducting animal research into a universal seasonal flu vaccine to eliminate the need for annual updates. They are also developing a vaccine for the H5N1 bird flu. Researchers are also exploring inoculations for viral hemorrhagic fevers, including Ebola species. The BBC highlighted that the ongoing outbreak in the Democratic Republic of Congo is caused by an Ebola species currently lacking a targeted vaccine. Professor Andy Pollard, director of the Oxford Vaccine Group, who was not involved in the Cambridge study, told the outlet that the methodology is producing compelling evidence. “It’s fascinating data, and people wouldn’t have predicted they’d be able to generate these immune responses,” Pollard said. Pollard cautioned that human trials will determine success, as human immune systems differ from those of laboratory mice. The family of a Nepali climber who dragged himself off Mount Everest six days after being abandoned called for an investigation into rescue efforts, as doctors said on Friday he is in a stable condition and recovering in hospital. Mountaineer Dawa Sherpa, 57, vanished in bitter conditions on the upper reaches of the world’s highest mountain early on May 30. His family thought he was dead and had even begun ritual mourning prayers. He was found crawling towards Base Camp on Thursday morning by the Sagarmatha Pollution Control Committee (SPCC), a Nepali team that helps set routes on Everest and clean up waste left behind. Dawa Sherpa, also known as “Hillary” after the famed climber Edmund Hillary, was flown to the capital Kathmandu, where he is being treated for frostbite on his fingers, a fractured thigh bone and severe dehydration, doctors said. “His clinical condition remains stable, and his dehydration is showing significant improvement,” said Jyotindra Sharma, director of the HAMS Hospital in Kathmandu. He said Dawa Sherpa had survived “extremely challenging conditions” on Everest. “He will remain in the [intensive care unit] for a few more days for ongoing care and observation,” Sharma said in a statement. His remarkable survival was greeted with jubilation by his family, who also said they were angry at what they described as the failure of rescue teams to locate him earlier. His wife, Damu Sherpa, told AFP of her joy when she was sent a photograph as he was flown to the capital. “I do not remember how this week went — we thought he was no more, and had already begun his last rites,” she said as she waited to meet him outside the hospital’s ICU. “I was so surprised when I saw the photos and recognised him — he was still wearing a cap I knitted for him.” ‘Angry’ The climb was one of the last of the season, meaning that there were few other mountaineers on the peak. His wife accused the expedition company of failing to deploy search teams in time. “There should be some investigation against the company — they delayed search and rescue for him,” she said.
