De Britse oud-prins Andrew heeft inkomsten ontvangen uit de verhuur van drie woningen op het terrein van Royal Lodge, de koninklijke residentie bij Windsor waar hij jarenlang woonde. Dat blijkt uit een nieuw rapport van de Britse rekenkamer NAO. De instantie deed voor het eerst in twintig jaar onderzoek naar de huisvesting van leden van de koninklijke familie. Andrew huurde Royal Lodge van het Crown Estate, de organisatie die een groot deel van de bezittingen van de Britse monarchie beheert. Volgens het rapport mocht hij drie woningen op het terrein onderverhuren. Dat deed hij tot april van dit jaar. Hoeveel huurinkomsten dat opleverde, wordt niet vermeld. Volgens bronnen rond Buckingham Palace werden de woningen verhuurd aan medewerkers of oud-medewerkers en waren de inkomsten bedoeld om de kosten van het beheer te dekken. De opbrengsten kwamen terecht bij Andrew en niet bij het Crown Estate. Het rapport benadrukt dat er geen aanwijzingen zijn voor onrechtmatig handelen door Andrew. Koning betaalt huur Hoewel Andrew Mountbatten-Windsor eerder dit jaar Royal Lodge verliet en verhuisde naar Sandringham in Norfolk, loopt zijn huurcontract voor de woning nog tot oktober 2026. Toen hij de woning in gebruik nam, betaalde hij volgens het rapport 7,5 miljoen pond voor herstel- en renovatiewerkzaamheden. Daarom hoefde hij daarna geen maandelijkse huur meer te betalen. De rekenkamer onderzocht in totaal twaalf woningen die werden gebruikt door Andrew, zijn familie en medewerkers. Uit het onderzoek blijkt verder dat de koning de huur betaalt van woningen die Andrews dochters Beatrice en Eugenie gebruiken in respectievelijk St James's Palace en Kensington Palace, twee koninklijke paleizen in Londen. Meer openheid De prinsessen zijn geen werkende leden van het koningshuis. De huur wordt betaald uit het privévermogen van de koning. Volgens Buckingham Palace dekken die betalingen de kosten van de woningen, zodat er geen extra beroep wordt gedaan op publieke middelen. Hoeveel huur er wordt betaald, wordt niet in het rapport vermeld. De bevindingen van de rekenkamer worden later besproken door de parlementaire commissie die toezicht houdt op overheidsuitgaven. Buckingham Palace zegt dat het onderzoek past bij de wens om meer openheid te geven over het gebruik van koninklijke woningen. Misbruik positie De voormalige prins werd eerder dit jaar gearresteerd na beschuldigingen dat hij als speciaal gezant overheidsrapporten met de omstreden Amerikaanse miljardair en zedendelinquent Jeffrey Epstein had gedeeld. Door zijn betrokkenheid bij schandalen rondom Epstein raakte hij vorig jaar al zijn koninklijke titels kwijt, waardoor hij tegenwoordig door het leven gaat als Andrew Mountbatten-Windsor.

Chinese President Xi Jinping will visit North Korea from June 8 to 9, state news agency Xinhua said on Friday, his first trip in nearly seven years as Beijing looks to reassert ties with Pyongyang. The announcement follows separate summits Xi hosted in Beijing for US President Donald Trump and Russian President Vladimir Putin last month. Trump, who met North Korean leader Kim Jong Un three times in his first term, previously said he would be open to meeting the North Korean leader again. Xi would be visiting on an invitation from Kim, North Korean state media KCNA said. Kim was a guest at a massive military parade in Beijing last September, travelling to the Chinese capital on his signature green armoured train. Beijing has worked to draw Pyongyang — its only formal treaty ally — back into its fold, after the Covid-19 pandemic froze exchanges and the North Korean leader deepened relations with Moscow by sending troops and weapons to support Russia’s invasion of Ukraine. “The message implicit from the Chinese side is … we are still the principal actor when it comes to North Korea,” said John Delury, a senior fellow of the Asia Society. “One of the audiences is Russia,” he said. Passenger train services between Beijing and Pyongyang resumed in March, after a six-year suspension that began with the pandemic, with Air China later restarting flights between the capitals. Bookings, however, have been limited to some business travellers and exchange students, with Chinese tourists still excluded. First overseas trip this year Pyongyang will be Xi’s first overseas visit this year. The 72-year-old, whose trips abroad are becoming less and less frequent, last travelled internationally in late October when he went to South Korea, where he also met Trump. “At the symbolic level, it is important for Xi to keep tabs on what’s going on in Pyongyang,” said Delury, who said Xi visiting both Koreas within a year would be a “big win” for the peninsula. “There’s a kind of symmetry that the Chinese like to keep up” regarding the two Koreas, he said. Since becoming China’s top leader in 2012, Xi has so far visited North Korea once and South Korea twice. He also travelled to Pyongyang in 2008 when he was vice president and Kim’s father — Kim Jong Il — was the North’s leader. This week, KCNA reported on Kim’s visit to a newly operational nuclear material production factory at which he called for an “exponential” expansion of Pyongyang’s atomic arsenal. Experts have linked Kim’s site visit to the impending meeting with Xi. Before travelling to Beijing in September, Kim inspected plans for a new intercontinental ballistic missile, the “Hwasong-20”.

PAKISTAN has one of the highest diabetes prevalence rates in the world. About one in three adults is living with diabetes here — some 33-34 million people. Shouldn’t there be public information campaigns to raise awareness about preventing/ living with diabetes? Where are these programmes in Pakistan? Heart disease is the leading cause of mortality in Pakistan; it is responsible for an estimated 30-40 per cent of deaths. Pakistan’s cardiovascular disease rate is 648.6 persons per 100,000; the ischemic heart disease rate is 188 per 100,000 persons. Both are the highest in the region. Some of the leading risk factors for heart disease are diabetes, high blood pressure, obesity, tobacco usage and air pollution. Around 20pc of our adult population consumes tobacco (there is a 32pc prevalence rate among men and 6-7pc among women). Other than printed warnings on tobacco products and a ban on tobacco advertisements, one does not see a significant campaign to prohibit or even discourage tobacco consumption. Around 18-26pc of our adult population is believed to be hypertensive, with some 70pc undiagnosed. Neither do we have a public awareness programme for prevention of hypertension. We don’t even have sufficient diagnostic facilities. Most people discover they are hypertensive when health complications, like heart disease, arise. Why does our healthcare system lack diabetes prevention and management programmes? Breastfeeding initiation rates are low in Pakistan as is the exclusive six-month breastfeeding rate. Pakistan still has one of the world’s highest infant mortality rates and some 40pc of its children are malnourished. Contaminated water in the feed of infants is a major contributory factor. Sadly, despite the fact that breastfeeding initiation or knowledge about exclusive breastfeeding for six months and programmes for ensuring better support for mothers are not that costly — and far cheaper than addressing child malnourishment and high infant mortality rates — we are still without a major programme to support pregnant and lactating mothers. Why are systems and markets so incomplete in these areas? If a third of our adult population has diabetes, why does our healthcare system lack diabetes prevention and management programmes? It is true that we spend very little — as a percentage of GDP — on healthcare. But awareness, prevention and management programmes are much cheaper to run than curative programmes. Why is prioritisation in public health expenditure so warped? The neglect of large preventive or management programmes in the public sector in almost all the areas mentioned here is criminal to say the least. The private sector provides much of the healthcare in the country. It makes sense for the largely profit-driven private sector to focus on curative rather than preventive programmes. Doctors, hospitals and pharmaceuticals earn a lot more if a person develops diabetes and lives with the condition for 20 to 30 years, rather than making lifestyle changes before full-blown diabetes sets in. On the other hand, much of our private health sector is not-for-profit. Yet even they lack large awareness or prevention programmes. Some of the world’s leading cardiologists are working in the country. Many are working in Pakistan as well as in the US/UK. Given the widespread prevalence of heart disease, there’s a strong demand for cardiologists here. However, no hospital, insurance company or doctor has a good prevention programme in place. I have heard a number of doctors say that if you are a South Asian man in your mid to late 50s, it is likely you already carry some of the markers of heart disease. But if this is true, should the same doctors and hospitals not invest in programmes that raise awareness for South Asian men before they reach their mid-50s? One could argue that there is no incentive for profit-focused doctors and hospitals to invest in prevention programmes. But, what is more surprising is that there are significant gaps in the provision of services even in curative care. So, you survive a heart attack. In most countries, hospitals and doctors offer programmes for rehabilitation that get you on the road to recovery by offering support for dietary and lifestyle changes, exercise, psychological and psychiatric support if needed, and of course, support for managing heart disease. But few, if any, hospitals or doctors offer such comprehensive support in Pakistan. Instead, you get a lot of hand-waving and general advice on lifestyle and dietary changes and instructions to get in touch with each specialist separately. Even where profits could be made, the services are missing. This is quite interesting. Has the market still not developed enough? The same issues exist in other areas as well. If around a third of Pakistani adults are diabetic and large numbers are genetically predisposed to obesity, hypertension and heart disease, why are food manufacturers and restaurants in Pakistan not offering better options? Just displaying ‘no added sugar’ on a food label is not enough. Just saying the burger has ‘xx calories’ is definitely not enough. Manufacturers and restaurants should be developing tasty but healthy options for people living with diabetes, hypertension, obesity, heart disease, etc. But we do not see such developments even in the for-profit sector. It is not clear why this is so. It might be that the market has not caught on yet (try finding non-dairy milk options in mainstream shops) as such options do exist in other countries. Or is the market not thought to be discerning or large enough? Given the millions of people we are dealing with, I think that things are likely to change in the near future. But the near future might not be near enough for many. Much of Pakistan’s disease burden is preventable and manageable — right from the time a child is born (breastfeeding awareness and support) all the way to adulthood (heart disease, diabetes, etc). The for-profit healthcare sector and food industry are benefiting monetarily from curative services — although there are many services that are not being provided — and have no incentive to invest in awareness and preventive programmes. But the responsibility of large awareness and prevention programmes lies with the state. Sadly, the state is more focused on the curative rather than the preventive aspect of healthcare services. • Field officers to lose powers to issue notices, conduct audits • Reforms aim to curb collusion, harassment • Phased rollout planned from October ISLAMABAD: The government has approved in principle a plan to introduce a centralised digital tax operating model, under which audits and assessments would be handled by “faceless” wings in Islamabad to reduce official discretion and direct contact between tax officials and taxpayers. Prime Minister Shehbaz Sharif approved Pakistan’s New Tax Operating Model on Thursday and commended the tax officials who developed the plan. The model is scheduled for a three-phase rollout beginning in October this year. The centralised and faceless tax model is similar to systems used in the UK, Australia, the Netherlands, Singapore and India. It is designed to eliminate physical contact between tax authorities and taxpayers to prevent corruption. The reforms have been driven by systemic leakages and widespread under-reporting detected by Pakistan Revenue Automation Limited (PRAL). Officials said the reforms were not only about curbing collusion or corruption but also about improving weak enforcement. FBR data revealed a major discrepancy in tax compliance: 8,697 individuals holding a combined Rs750 billion in bank deposits officially reported zero income in their tax returns. The same pattern was found across the financial sector, where 98.9 per cent of high-deposit individuals were found to have materially under-reported their bank flows. The real estate sector also showed similar evasion patterns. Despite maintaining active filer status, 80pc of top property purchasers were found to have systematically under-declared their transaction values to avoid their actual fiscal obligations. At present, a single tax official within a Regional Tax Office, Large Taxpayers Office or Corporate Tax Office handles the entire tax cycle — from identification and notice issuance to assessment and recovery. Officials said this concentration of duties granted immense discretionary powers, creating opportunities for taxpayer harassment, under-assessment and compromised recoveries. To address this, the new model introduces separate audit and assessment wings, both operating virtually and facelessly from a centralised hub in Islamabad. Under the proposed plan, Inland Revenue operations will be restructured into three functionally separate wings, each operating with a defined mandate, distinct statutory powers and non-overlapping responsibilities. The new framework will apply uniformly across income tax, sales tax and federal excise duty. The National Faceless Audit Wing (NFAW) will be established in Islamabad and operate from an undisclosed location. This centralised, fully digital and anonymous wing will conduct risk-based audits and continuous monitoring of withholding and advance taxes through a Central Data Hub. Case allocation will be algorithmic, and the wing will have no powers to issue demands or execute recoveries. It will be able to handle any taxpayer across the country. Taxpayers will not be allowed to visit the NFAW or submit manual documents. The National Assessment Wing (NAW), also based in Islamabad, will handle quasi-judicial functions. The anonymous and digital NAW will process assessment orders, show-cause notices, zero-rating refund approvals and exemptions, but will have no mandate for audits or field enforcement. Hearings will be held online, while dedicated hearing rooms will be established at tax offices across the country. The third wing, the Field Operation Wing, will serve as the enforcement arm of the system. It will be responsible for revenue recovery, prosecution, taxpayer registration, field verification and expansion of the tax base, but will have no authority to assess, adjudicate or modify tax demands. Field officers will now focus on data verification, assigned information, taxpayer facilitation and registration. For the first two wings, the government will post around 200 officers strictly on merit, with market-based salaries and enhanced surveillance to ensure credibility, transparency and accountability. The proposed reform is expected to tighten the net around tax evaders while reducing the compliance burden on honest taxpayers. This will be achieved mainly by eliminating officer-dependent compliance, as all interactions will be digitally logged through an online portal, ending direct contact with tax officials. To simplify filing, taxpayers will receive pre-populated returns powered by the Central Data Hub, which will automatically pull salary, banking, property and vehicle data to reduce filing time from hours to minutes. A single integrated taxpayer account will consolidate all income tax, sales tax and federal excise duty obligations, credits and refunds into a unified IRIS view. The updated system will also introduce predictable, time-bound processing with auto-escalation features to give taxpayers certainty on contingent liabilities.
