Secretary for Labour and Welfare Chris Sun said on Friday that the government will not implement a cap on the number of trips under the HK$2 transport subsidy scheme, citing the travel needs of people with disabilities. Starting from April 3, people aged 60 and above, as well as those with disabilities, pay a flat HK$2 fare for trips costing HK$10 or less. For more expensive journeys, they pay 20 percent of the fare. The government had planned to cap subsidised trips at 240 per person each month. On the Labour and Welfare Bureau Facebook page, Sun said some people with disabilities had voiced concern about the proposed cap because they need to transfer more often than other residents in order to reach the same destination. He said the latest figures show that on average, only about 450 people make more than 240 trips per month – a tiny number among the 2.7 million users of the transport subsidy. However about a fifth of those 450 people are people with disabilities. He said this proves that some disabled people do need more trips. "If we go ahead with the trip cap, it will inevitably affect some people with disabilities – including their need to see a doctor, attend rehabilitation services, go to work, and other daily necessities," he wrote. He added the cap could cause worry among some commuters – especially the elderly – about going over the limit, and would create unnecessary stress. Sun also said a cap would not be cost-effective, as limiting the subsidised trips would save only a few hundred thousand dollars, but updating the subsidy system to accommodate a limit would cost an estimated HK$30 million. He concluded that the government decided not to go ahead with the cap – hoping everyone can travel happily and integrate into society. Edited by Thomas McAlinden

Hong Kong Palace Museum and the State Museum of History of Uzbekistan have begun discussions on co-curating exhibitions in late 2028, with plans to bring each other's collections to Hong Kong and Tashkent, according to Hong Kong Palace Museum director Louis Ng. Speaking during Chief Executive John Lee’s visit to Central Asia, Ng said the two sides signed a memorandum of understanding on Thursday, covering cooperation in research, exhibitions, education and talent training. Ng added that preliminary talks on the exhibition exchange have already taken place. “We will bring collections from the State Museum of History of Uzbekistan to Hong Kong,” he said. “On the other hand, we will bring our collections from the Hong Kong Palace Museum – including our ancient gold artefacts and textiles – to exhibit here in Uzbekistan.” He said the timeline is still subject to further negotiations between the two museum teams and depends on their respective schedules, as well as any other exhibition commitments for the Uzbek artefacts. Ng described Uzbekistan as an ancient civilisation and a “cultural hub” along the historic Silk Road and said the collaboration aims to bring Central Asian history to Hong Kong audiences. “We hope to take this opportunity to present the history of Central Asia, the history of Uzbekistan and the history of the Silk Road through an exhibition in Hong Kong,” he said. He also emphasised that the initiative supports both the Belt and Road Initiative and Hong Kong’s development into a centre for Chinese and international cultural and artistic exchanges. He said this marks the first time a Hong Kong museum has cooperated with a Central Asian counterpart. “Central Asian museums don’t know much about Hong Kong’s museums either,” Ng said, adding that he has invited Uzbek museum directors to visit Hong Kong in the coming year to share experiences and expertise. “Together, we can advance the development of our respective cultural and museum sectors more prosperously,” Ng said. Newly appointed Competition Commission chairman Jat Sew-tong on Friday said the body hopes to come up with proposed amendments to the Competition Ordinance regarding bid-rigging within this legislative year. This comes after bid-rigging over a building maintenance project was suspected to have taken place at the Wang Fuk Court housing estate in Tai Po where a massive blaze last year claimed 168 lives. Jat, who took office in May, said the commission is considering different ways to improve the law, such as through introducing criminal liability or increasing civil penalties. “We are looking at all possibilities to see how we could make the ordinance effective and have a sufficient deterrent effect to this kind of behaviour and we hope we could achieve a situation where this kind of behaviour would no longer continue,” he said. The barrister noted that the government has already included a "non-collusion" clause in large-scale renovation project tenders as a way to prevent bid-rigging. “I understand that the government may consider making a requirement that in tenders of that kind, the non-collusion clause will be in the form of a statutory declaration,” he said. “Whoever puts in the tender will have to make a statutory declaration that they are doing it independently, without collusion with any other party. Therefore, making that statutory declaration would by itself attract criminal liability if it is a false declaration.” Jat also said that from July, members of the public will be allowed to attend part of the commission's meetings, as a way to enhance transparency. 제9회 전국동시지방선거와 함께 진행된 청소년모의투표가 전국 청소년들의 적극적인 참여 속에 마무리됐다. 이번 모의투표에는 광역단체장 선거 1만 4716명, 교육감 선거 1만 4763명, 기초단체장 선거 7175명이 참여하며 청소년들의 높은 정치·사회적 관심을 보여줬다. 청소년YMCA전국대표자회, 한국YMCA전국연맹, 한국청소년정책연대가 주축이 된 청소년모의투표운동본부는 4일 오후 결과 발표를 통해 "청소년은 민주주의의 미래가 아니라 지금 이 사회를 살아가는 시민"이라며 청소년 민주시민교육 강화와 참정권 확대, 모의투표 제도화를 촉구했다. 청소년 모의투표, 청소년 당사자의 삶과 직결된 문제를 기준으로 후보자 평가 및 선택 이번 모의투표는 만 17세 미만으로 실제 선거권이 없는 청소년들을 대상으로 지난 4월 1일부터 6월 3일까지 진행됐다. 참가자들은 실제 지방선거 후보자들의 정책과 공약을 검토한 뒤 광역단체장, 교육감, 기초단체장을 직접 선택했다. 김진곤 한국YMCA전국연맹 청소년국장은 4일 오후 기자와의 통화에서 "비록 법적 투표권은 없지만 청소년들은 교육, 기후위기, 안전, 교통, 복지, 인권, 지역발전 등 자신들의 삶과 직결된 문제를 기준으로 후보자들을 평가하고 선택했다. 이는 청소년이 정치의 주변부가 아닌 민주주의의 중요한 당사자임을 보여주는 결과"라고 평가했다. 실제 광역단체장 모의투표에서는 강원도에서 우상호 후보, 경기도에서 추미애 후보, 경남에서 김경수 후보, 부산에서 전재수 후보, 대구에서는 김부겸 후보가 각각 가장 높은 지지를 얻었다. 충남에서는 박수현 후보, 제주에서는 위성곤 후보가 청소년들의 선택을 받았다. 교육감 모의투표에서는 경기 안민석 후보, 부산 김석준 후보, 대구 강은희 후보, 전북 이남호 후보 등이 각 지역에서 가장 높은 득표율을 기록했다. 다만 서울에서는 조전혁 후보가 제일 높았으나 서울지역 참여 청소년 수가 45명으로 저조해 큰 의미가 없고 되려 청소년 모의투표가 더 활성화되야 한다고 운동본부 측은 밝혔다. 전체 내용보기

Toys that can damage a child's hearing or induce epileptic fits have been found on sale in Hong Kong with some products lacking the necessary warnings for parents, the Consumer Council said on Thursday. The watchdog said it tested 30 battery-powered products with sound or light features, including toy phones, keyboards, walkie-talkies and trains, priced at between HK$28 and HK$399. Eight of the items failed battery safety checks, with the batteries left exposed after drop or pull tests. Of the 22 toys with light features, three did not have the required labels to warn of a potential risk they could trigger photosensitive epilepsy. One toy also played music louder than the 80-decibel limit set out in safety standards, with the council warning that prolonged exposure to excessive noise can harm a child's hearing at a time when their auditory system is still developing. "We urge relevant manufacturers and suppliers to check the results of this test and improve the product design and labelling to improve the safety of toys and strengthen the protection of children," the watchdog said. "The Consumer Council reminds parents and caregivers to pay close attention to product labels and safe usage when purchasing and using battery-operated toys with sound or light features, in order to reduce potential risks to children." It added that parents should check the recommended ages for individual products, make sure children don't hold noisy toys too close to their ears, and not to let children stare at lights coming from toys for too long. Lawmaker Jonathan Lamport said on Thursday that he believes the planned resumption of direct flights between Hong Kong and Kazakhstan will greatly benefit SAR businesses hoping to tap into the emerging markets of Central Asia. Cathay Pacific earlier announced it will launch direct flights between Hong Kong and Almaty, Kazakhstan's largest city, from the first quarter of next year. In an interview with RTHK, Lamport said quicker journeys between the two places will make all the difference to businesses. "For business people, usually when we travel for business, it's not like for holidays and so we won't take a very long time; especially for people in Hong Kong, they like to take three-day, two-night trips, or even a day trip," he said. Lamport also called on SAR authorities to task an economic and trade office (ETO) with helping facilitate business with Central Asia. "An ETO can help build local connections. But I think currently as we also have an ETO in Dubai, maybe they can set up a subsidiary group there to help handle the issues in Central Asia," he said. Edited by Thomas McAlinden
