ISLAMABAD: The Pakistan Environment Protection Agency during a clean-up drive on the shores of Rawal Lake on Thursday found hazardous material such as discarded syringes, hospital waste and numerous plastic items in large quantities, highlighting the severe pollution threatening the lake’s ecosystem. The clean up drive was organised in connection with the global celebrations of World Environment Day by Pak-EPA in collaboration with Nestle Pakistan. The initiative, hosted by the Small Dams Department, government of Punjab, marked a flagship activity of Environment Week, aligning with this year’s global theme: “Inspired by Nature, for Climate, for our future.” The clean-up campaign mobilised volunteers, schools and university students, civil society organisations, and the local community to systematically collect waste from the surrounding areas and the shore of Rawal Lake. The campaign focused not just on cleaning the shoreline but also on raising urgent awareness about the dangers of improper medical waste disposal, the persistence of plastic pollution in freshwater bodies, and the preservation of natural habitats. Pak-EPA said that Rawal Lake, a critical water reservoir and recreational site in the capital, faced frequent littering and contamination, making this intervention critical for public health and environmental safety. Leading the event, Director General Pak-EPA Syed Abrar Hussain, stated: “This drive is about more than collecting waste, it is about reshaping our relationship with nature. The presence of hospital waste and plastics in Rawal Lake is a stark warning. I strongly encourage our youth and all citizens to ensure that such activities are done continuously. We must move beyond one-day events to build lasting habits that protect our climate, inspired by nature itself.” Meanwhile, on World Environment Day, Senator Sherry Rehman warned that Pakistan’s environmental crisis was no longer a distant threat but an unfolding reality affecting economic stability, food systems, water security, public health, and national resilience. She said Pakistan remained among the world’s most climate-vulnerable countries, with the cost of inaction rising sharply. “Climate change is no longer a future concern. Indian stock market traded in the green on Friday, with Sensex and Nifty extending gains for the second consecutive session as investors await the outcome of RBI’s Monetary Policy Committee’s (MPC) meeting today.Sensex gained 270 points at 74,629.94, while Nifty 50 rose over 62 points at 23,478.95. This came as India VIX, which measures volatility in markets, fell over 2% to 15.89.Infosys, UltraTech Cement, TCS, Tech Mahindra, M&M and Maruti Suzuki shares gained over 1% each to lead gains on Sensex. Tata Steel shares meanwhile fell over 1% to lead losses on the benchmark index.Broader markets also traded in the green, with Nifty Smallcap 100 and Nifty Midcap 100 indices gaining over 0.3% each. All sectoral indices opened in the green, with Nifty Consumer Durables, Nifty IT and Nifty Media rising nearly 1% each. RBI is likely to revise the GDP growth for FY 27 downward and CPI inflation upward in the context of the energy shock and its implications,” he added.According to Vijayakumar, the most likely policy action is a ‘hawkish hold’, that is, the RBI would hold the rates without any change but would send a hawkish message that inflation is set to rise and, therefore, expect rate hike later this year. If the RBI decides to act now with a 25 bps rate hike, that will move the banking stocks sharply upwards since they would benefit from rate hikes, he further said. However, a rate hike would be negative for interest elastic segments like automobiles and real estate, the analyst added.Rupee risesRupee meanwhile gained 8 paise to 95.66 against US dollar in early trade. “With India's import bill under pressure from elevated commodity prices and continued FII outflows, participants will closely monitor the Governor’s commentary for cues on inflation, currency stability, and future policy direction,” said Jateen Trivedi, VP Research Analyst of Commodity and Currency at LKP Securities.The analyst expects the near-term range for rupee to be 95.25–96.25.FII selling continuesForeign investors continued to remain bearish on Indian markets. ISLAMABAD: More than five years after the passage of a landmark child protection law, key provisions of the Zainab Alert, Response and Recovery Act, 2020 — including the agency meant to issue rapid alerts for missing children — remain unimplemented, the Islamabad High Court was told on Thursday. During the hearing of a writ petition filed by Sanila Khurram against the Federation of Pakistan and others, the court took notice of data submitted by the Islamabad Capital Territory (ICT) administration, according to which 562 criminal cases relating to missing children and child abuse were registered in the federal capital between 2022 and 2025. The court noted that the Zainab Alert Act was enacted to protect children’s rights, including the right to life and protection from violence, abuse, neglect, abduction and exploitation, in line with Pakistan’s obligations under the UN Convention on the Rights of the Child. Justice Arbab Muhammad Tahir observed that a careful reading of the preamble of the act showed the law’s clear intent, yet its enforcement remained elusive. The Act envisages the establishment of the Zainab Alert, Response and Recovery Agency under Section 3, with its powers and functions enumerated in Section 5. The court directed the Ministry of Human Rights to submit a comprehensive report addressing at least 11 specific areas of concern. These include whether the agency has been established; what standard operating procedures or rules exist for issuing alerts; what technological framework has been developed for the Zainab Alert Act database; whether real-time information is being shared by law enforcement agencies; what penal action has been taken against delinquent officials under Section 9; and whether rules have been framed under Section 18 of the Act. Sources indicated that the rules have still not been notified. The court also sought details on legal aid mechanisms for victims, the constitution of the ICT Child Protection Advisory Board and the integration of the Zainab Alert Act database with the ICT Police. The court demanded a centralised record of cases tried under the act, including the number of cases referred for prosecution, pending trial and concluded, as well as the average time taken for trial, particularly whether trials concluded within the period stipulated under Section 15 of the Act. The Ministry of Human Rights was directed to send an officer well conversant with the facts, while the director general of the authority — if such an authority exists in operation — was ordered to appear in person before the court. • 22,320 parents refuse to let health workers administer drops • 18.6 million children vaccinated across 79 high-risk districts ISLAMABAD: Despite thousands of parental refusals, a recent sub-national polio vaccination campaign reached over 18.6 million children in 79 high-risk districts, achieving 98 per cent coverage, health authorities announced. The Pakistan Polio Eradication Initiative reviewed the May 18-24 drive during a recent meeting, noting that while the national refusal rate remained low at 0.12pc, exactly 22,320 parents refused to let health workers administer the drops. The sub-national campaign was launched specifically in areas where the poliovirus had been detected in environmental samples, aiming to curb transmission risks. Approximately 163,000 frontline health workers went door-to-door to deliver the oral vaccine. According to campaign data, 404,417 children, which is about 2.1pc of the target demographic, were initially missed because they were not home during household visits. Through targeted follow-up efforts in the final days of the drive, vaccination teams successfully reached 88pc of those missed children to help close remaining immunity gaps. The campaign covered regions across the country, vaccinating 6.06 million children in Punjab, 5.74 million in Sindh, 4.39 million in Khyber Pakhtunkhwa, 1.96 million in Balochistan and about 435,000 in the Islamabad Capital Territory. “The successful completion of this campaign reflects the dedication of our frontline workers and the continued support of parents, caregivers and communities across Pakistan,” Prime Minister’s Focal Person on Polio Eradication Ayesha Raza Farooq said in a statement. “Every missed child remains a risk, and we must continue working together until polio is eradicated from the country.” Pakistan and neighbouring Afghanistan are the only two countries in the world where wild poliovirus remains endemic. Given the ease of cross-border transmission, PEI officials recently joined Afghanistan’s polio programme at a Technical Advisory Group meeting to review epidemiological trends and strengthen regional coordination. At the national level, authorities are currently finalising the 2026 National Emergency Action Plan. ISLAMABAD: The Federal Constitutional Court (FCC) on Thursday emphasised that appointments to important public offices must demonstrably conform to constitutional standards of fairness, transparency, institutional integrity and merit-based governance. “Public authority cannot be exercised on undisclosed considerations, nor can structured procedures be reduced to empty formalities,” observed Justice Rozi Khan Barrech in a judgement he authored. Justice Barrech was a member of a three-judge FCC bench, headed by Justice Syed Hasan Azhar Rizvi, while hearing an appeal filed by Sifatullah Khan against a March 5, 2026, Peshawar High Court (PHC) order setting aside his appointment as chairman of the Board of Intermediate and Secondary Education (BISE), Bannu, in Khyber Pakhtunkhwa. The FCC observed that the legitimacy of public administration depended not merely on the existence of power, but on the disciplined and transparent exercise of that power in accordance with the law. Court upholds PHC ruling setting aside appointment of BISE Bannu chairman It upheld the PHC order, stating that it did not suffer from any legal or constitutional infirmity warranting interference by the FCC. The petitioner had challenged the PHC verdict that not only set aside his May 13, 2025, appointment notification but also directed the controlling authority to entrust the duties of chairman to another suitable person within three months. When the post of BISE Bannu chairman fell vacant, applications were invited from eligible candidates. Through a notification dated Feb 2, 2021, the controlling authority constituted a search and scrutiny committee to interview shortlisted candidates for the post. Under its terms of reference (ToRs), the committee was mandated to evaluate and interview shortlisted candidates and recommend a panel of three officers for each post for approval by the KP chief minister. The committee conducted interviews on Sept 26, 2024. Later, the committee recommended three names, but dropped that of the petitioner. The recommendations were forwarded through various secretaries and later placed before the KP chief minister for approval. The controversy arose when a revised summary was prepared, placing the petitioner’s name at serial number four. He was subsequently appointed on deputation for three years through a notification dated Sept 13, 2025, ignoring the committee’s recommendations entirely. ‘Doctrine of pleasure’ In his judgement, Justice Barrech observed that the “doctrine of pleasure, or the existence of administrative discretion, cannot be invoked to legitimise a process which, on its face, departs from the very mechanism devised by the executive itself”. The FCC observed that administrative decisions affecting public appointments must disclose the basis for any departure from the prescribed procedure. It added that silence on the record in this regard was fatal to the validity of such action. “The doctrine of pleasure, in its constitutional and administrative sense, does not confer an unfettered licence upon the executive to act in disregard of self-imposed procedural discipline,” the judgement held. It added that while the executive might, subject to law, appoint and remove public functionaries, the exercise of such power remained subject to the rule of law and the constitutional obligation to act fairly and rationally.
