De Verenigde Staten hebben twee Braziliaanse criminele bendes bestempeld als terroristische organisaties. De Amerikaanse minister Rubio van Buitenlandse Zaken heeft dat bekendgemaakt op X. Daarmee wil de VS meer bevoegdheden krijgen om te kunnen ingrijpen. Het besluit komt volgens persbureau Reuters na oproepen van de Braziliaanse oppositie. De Braziliaanse senator Flavio Bolsonaro, zoon van oud-president Jair Bolsonaro, had deze week in de VS een ontmoeting met president Trump. Daarbij zou Bolsonaro aan Trump hebben gevraagd om de groepen als terroristisch te bestempelen. De Braziliaanse senator bereidt zich voor op de presidentsverkiezingen in oktober. Hij wil het pad volgen van zijn vader. Ook medewerkers van Bolsonaro zouden in gesprekken met Rubio een terrorismelabel voor de criminele bendes hebben geopperd. Daarmee willen zij volgens Reuters inspelen op zorgen van kiezers over criminaliteit en tegelijkertijd hun steun aan de regering-Trump benadrukken. Groot drugsnetwerk De twee criminele bendes zijn Primeiro Comando da Capital and Comando Vermelho. Beide organisaties zijn grote spelers in de drugshandel in Brazilië en zijn ook actief in andere landen. Rubio zegt dat hun invloed zich uitstrekt tot aan de VS. Ook schrijft Rubio dat de regering-Trump alle middelen zal inzetten om de nationale veiligheid te beschermen en een einde te maken aan de financiering van drugscriminaliteit. Niet de eerste keer De Amerikaanse regering bestempelde al eerder criminele organisaties als terroristisch. Begin vorig jaar kregen meerdere Venezolaanse misdaadsyndicaten het label terroristisch en in november noemde de regering het Venezolaanse Cartel de los Soles ('Het Kartel van de Zonnen') een buitenlandse terroristische organisatie. Aan het hoofd van Cartel de los Soles staat volgens de Amerikanen de Venezolaanse leider Maduro. Daar werd geen bewijs voor geleverd. Maduro werd in januari opgepakt en meegenomen naar de VS. Hij zit daar nu gevangen en staat terecht voor onder meer drugshandel. De regering van de linkse Braziliaanse president Lula da Silva probeerde lang te voorkomen dat criminele organisaties in zijn land het stempel terroristisch kregen. De regering vreest dat dit de weg vrijmaakt voor Amerikaanse militaire acties of sancties tegen banken die onbewust zaken doen met bendeleden. Lula's adviseur voor internationale zaken Amorim zei dat de VS het label niet mag gebruiken om de Braziliaanse soevereiniteit te schenden. "Internationale samenwerking is welkom, vooral op gebieden als witwassen en wapenhandel. Het gebruik ervan als smoes voor een interventie is onaanvaardbaar."
