The federal cabinet has approved the nationwide implementation of a Track and Trace system for pharmaceutical products across Pakistan, Minister for Health Mustafa Kamal announced on Tuesday. According to an official handout, the system aims to strengthen public health and safeguard citizens from counterfeit medicines. The cabinet has also approved the necessary amendments to the Drug Labeling and Packing Rules, enabling the introduction of “a modern digital system for tracking and verifying medicines throughout the supply chain”, the statement said. “This decision marks a major and historic step towards eliminating counterfeit, fake and substandard medicines from Pakistan,” said Kamal according to the statement. “For the first time, every medicine in the country will be digitally traceable and verifiable, ensuring greater transparency, safety, and accountability,” he said. The statement noted that under the new regulatory framework, all pharmaceutical manufacturers and importers will be required to place standardised 2D barcodes and serialisation data on medicine packaging. The system will enable regulators to monitor medicines from production to consumption, helping to identify and eliminate counterfeit products from the market, it said. The health minister stated that once the system was implemented, consumers would be able to access authentic information regarding a medicine’s expiry date, price and verification status. This would empower them to make informed healthcare decisions and enhance public trust in the pharmaceutical sector, according to Kamal. The Drug Regulatory Authority of Pakistan (Drap) will oversee the nationwide rollout of the system. It will also issue detailed technical guidelines to facilitate the pharmaceutical industry’s compliance, the statement said. “Consultative meetings with relevant stakeholders have already been conducted to ensure a smooth transition,” it added. Kamal emphasised that the initiative would “significantly strengthen the security and quality of Pakistan’s pharmaceutical supply chain”, replacing conventional monitoring mechanisms with a modern digital framework. He highlighted that the adoption of advanced technology would position Pakistan among the leading countries in the region in pharmaceutical regulation and oversight. “The track and trace system will establish a strong and effective barrier against counterfeit medicines and ensure the protection of public health, lives and trust,” the press release quoted the minister as saying.

ISLAMABAD: A Senate subcommittee on Monday voiced alarm over widespread internet degradation and fuel theft from telecom sites, after being told that more than 9,200 incidents of theft and vandalism had hit about 16 per cent of the country’s cellular infrastructure in 11 months. The subcommittee of the Senate Standing Committee on Information Technology, chaired by Senator Sadia Abbasi, reviewed challenges posed to nationwide telecom service continuity. The committee was informed that Sindh recorded the highest number of 3,938 fuel theft cases across 31 districts, followed by Punjab with 2,827 incidents in 38 districts. Khyber Pakhtunkhwa reported 1,668 incidents across 25 districts, while Balochistan reported 716 incidents in 26 districts. During the briefing, officials of the Pakistan Telecommunication Authority (PTA) said that persistent loadshedding had severely deteriorated service continuity by rapidly depleting backup batteries and exhausting local generators. To build long-term resilience, the PTA has engaged Nepra and the power division to secure dedicated priority power feeders and speed up deployment of smart transformers for critical telecom nodes. Separately, the Universal Service Fund (USF) and its quality assurance teams reported infrastructure deployments in Balochistan. While 80pc of target areas are identified through competitive bidding, severe security vulnerabilities and systemic diesel theft continue to undermine telecom operations. In response, the committee directed relevant departments to map high-theft hotspots and instructed district and provincial authorities to handle complaints strictly under the law. The panel also reviewed network modernisation steps, including recent spectrum auctions that expanded bandwidth by 480 MHz and the issuance of 5G commercial licences in March 2026. Infrastructure targets include raising average 4G speeds from 4 Mbps to 20 Mbps, mandatory rollout of 1,000 new sites annually, and introducing Voice over LTE and Voice over Wi-Fi services. To enforce compliance, the regulator has set stringent network downtime thresholds for cellular mobile operators. CMOs must now keep downtime to 5pc or less at the UC level, 3pc or less at the tehsil level, 2pc or less at the district level, and 1pc or less nationwide. The committee reaffirmed that internet access must be classified under essential services criteria. Japan has increased the maximum fees that foreign nationals may be charged for renewing or changing their residency status, with the new cap set at 100,000 yen ($630) for standard residency permits and 300,000 yen for permanent residency applications. according to a report by Nikkei Asia. The measure was approved by the Japanese parliament on Friday as the country prepares for a growing foreign resident population and plans new integration programmes. The previous upper limit for residency renewal or status-change fees was 10,000 yen. According to Japan's Immigration Services Agency, the revised fee structure reflects services provided to foreign residents. While the law sets the maximum amounts, the actual fees will be decided later through a cabinet order. Under the proposed structure, fees for standard residency permits will vary depending on the length of stay. A three-month residency period is expected to cost about 10,000 yen, while a five-year permit could cost around 70,000 yen. The current fee for in-person renewal applications is 6,000 yen regardless of the duration of stay. Additional revenue to fund integration measures The fee for permanent residency applications is expected to rise to about 200,000 yen. The government said reductions or exemptions will be available for applicants facing financial hardship, and the Immigration Services Agency plans to issue guidelines on eligibility for such relief. The higher fees could generate up to 90 billion yen in additional revenue. Japan's foreign resident population exceeded 4 million at the end of 2025, and the government said the funds will be used to strengthen measures that help foreign residents adapt to life in the country. Planned initiatives include expanding consultation services offered by local governments, improving Japanese-language education and supporting programmes that teach daily-life rules and customs. The government intends to introduce these educational programmes in phases beginning in fiscal 2028. The revenue will also help cover the costs of addressing illegal residency cases. Previously, fees collected were limited to covering administrative expenses such as personnel costs. Faster rollout of JESTA screening system The legal revisions also include changes affecting short-term visitors. Japan will introduce the Japan Electronic System for Travel Authorization (JESTA) as early as fiscal 2028, two years earlier than originally planned, as per Nikkei Asia report. Under the system, travellers from visa-exempt countries will need to submit information online before departure, including their travel purpose, occupation and accommodation details. Authorities will use the information to screen travellers before arrival. Airlines will be required to deny boarding to passengers who do not obtain authorization. The government said the system is expected to help prevent illegal stays while simplifying immigration procedures and reducing waiting times at airports. The legislation faced opposition from the Constitutional Democratic Party and the Japanese Communist Party, which argued that the fee increases would place an excessive burden on foreign residents. However, the measure was passed by parliament and is set to take effect as Japan continues to adjust its immigration and residency policies amid rising foreign arrivals and residency numbers.
