Secretary for Commerce and Economic Development Algernon Yau described the recent visit to Central Asia by a delegation led by the SAR chief executive as a great success, saying it has led to significant collaboration opportunities with the two countries. During the visit to Uzbekistan and Kazakhstan, the 70-strong delegation reached 96 cooperation agreements and memoranda of understanding (MoUs) involving more than US$1.65 billion in total. Speaking on an RTHK radio programme on Monday, Yau, who was in the delegation, said the two countries are actively seeking economic diversification. "They are very proactive and hope to explore opportunities for collaboration with the SAR government, particularly in finance, trade, infrastructure, innovation and technology, green development and tourism," he said. "They are developing very well in many aspects. There are plenty of cooperation opportunities with us." Yau said the volume of SAR trade with Central Asia is currently not very large as the city's focus used to be more on Europe, the United States and Asean. But its trade with Central Asia is on the rise, he said, noting that total merchandise trade stood at HK$2.53 billion last year – a rise of 27 percent compared with 2020. Yau said the two countries and Hong Kong have launched discussions on a comprehensive avoidance of double taxation agreement and agreed to push ahead with discussions on an investment promotion and protection agreement. The move will step up investors' confidence and further strengthen trade ties between Hong Kong and the two countries, he said. With the city poised to initiate direct flights to Almaty in Kazakhstan next year, Yau said he believes they would make business travel much more convenient. Wingco Lo, president of the Chinese Manufacturers' Association of Hong Kong, who was also part of the delegation, said markets in Central Asia were not just interested in traditional trading opportunities in Hong Kong. They placed more emphasis on the SAR's role as an international financial centre and a platform of professional services. The association signed two MoUs during the visit, Lo added, and would arrange a trip to Central Asia again this year to allow members to find out which sectors and industries they need to gain a deeper understanding of and discuss collaboration details. Trade Development Council (TDC) chairman Frederick Ma on Sunday described the visit by a Hong Kong delegation to Central Asia as super successful, with more firms from the region possibly seeking to raise capital in the SAR. Ma – who was one of the 70 members of a delegation led by Chief Executive John Lee – said more Kazakh state-owned enterprises may seek to list on Hong Kong's stock exchange, with a railway company already expected to go public on the city's bourse some time this year. "I believe that after our visit, they have a deeper understanding of us. In the future, they may send more of their companies to list in Hong Kong. This will definitely be a significant boost to our financial industry," he told a TVB programme. He noted that some Kazakh companies are already using Hong Kong's bond market and anticipated further financial cooperation ahead. Ma said the delegation had explored opportunities with businesses in Kazakhstan and Uzbekistan, with representatives from the Airport Authority, education and cultural sectors signing multiple agreements. He also said the TDC is thinking about elevating its consultant office in the city of Almaty in Kazakhstan so it could carry out a more formal role to handle liaison work with the Kazakh government and businesses. Airport Authority chairman Fred Lam on Sunday said Hong Kong's expansion into Central Asia would open up new passenger markets and provide an alternative route for cargo coming to and from Europe, with direct flights between the SAR and the city of Almaty in Kazakhstan set to launch in the first quarter of next year. Lam's comments on Commercial Radio came just days after Chief Executive John Lee wrapped up his visit to Central Asia during which he signed multiple agreements in Kazakhstan and Uzbekistan. He pointed out that 13 percent of Hong Kong's cargo flows to and from Europe currently pass through the Middle East, but the ongoing war against Iran and US tariffs have disrupted supply chains. Additional routes via Central Asia could strengthen Hong Kong's position as a key aviation hub linking Asia and Europe, he said. Lam also noted that Hong Kong International Airport handled 61 million passengers last year while traffic in the first four months of this year rose by 13 percent. He was confident the airport could reach 70 million passengers for the full year. Lam added the airport aimed to attract more travellers from the Greater Bay Area (GBA) and increase transit traffic while creating a "frictionless border" for GBA passengers. This, he said, could encourage transfer passengers to come back to Hong Kong as tourists. Lam also said operations at the newly reopened Terminal 2 have been smooth. "We commissioned the T2 departure facility last week and so far and it has processed 40,000 passengers with 300 flights. We're very happy with the whole process, it's turned out to be very smooth." "The process will complete by Wednesday this week. By then, every day we would have about 110 flights per day with around 20,000 passengers. "We'll continue to monitor that. We believe that this new facility would help to provide an even better service to our passengers," he said. Regarding the 11 Skies Mall development, Lam said it is scheduled for full completion in 2028. Interior Minister Mohsin Naqvi and his Russian counterpart, Vladimir Kolokoltsev, signed agreements to enhance cooperation in preventing illegal immigration and drug trafficking, the interior ministry said on Saturday. Naqvi is currently attending a special meeting of the Ministers of Interior and Public Security of the Shanghai Cooperation Organisation (SCO) in Bishkek, Kyrgyzstan. According to the interior ministry, Naqvi and Kolokoltsev signed agreements aimed at strengthening cooperation to curb illegal immigration and facilitate the repatriation of citizens. The two also signed an agreement to enhance collaboration in combating narcotics and preventing drug trafficking. Meanwhile, Naqvi also held separate meetings with his counterparts from Tajikistan, Uzbekistan, Kyrgyzstan and Kazakhstan, the ministry said. It added that during his meeting with Tajikistan’s Interior Minister Rahimzoda Ramazon Hamro, the discussions focused on terrorist camps inside Afghanistan. “Both ministers agreed that terrorist camps and narcotics production in Afghanistan pose serious security concerns for the region,” the ministry said, adding that they noted that 25 terrorist organisations were currently active in Afghanistan. During the meeting with Uzbekistan’s Interior Minister Aziz Tashpulato, the discussions focused on cooperation between law enforcement agencies and joint training initiatives. It was decided that a working group would be established to enhance cooperation between the interior ministries of the two countries, the ministry said. Separately, Naqvi and Kyrgyzstan Interior Minister Ulan Niyazbekov agreed to expand cooperation in areas of mutual interest. The interior minister congratulated Kyrgyzstan on being elected as a non-permanent member of the UN Security Council and also thanked him for the excellent arrangements for the SCO moot, the ministry added. Naqvi also met with his Kazakh counterpart Yerzhan Sadenov, where the two ministers agreed to enhance cooperation in preventing illegal immigration. They also decided to establish a working group of their respective ministries to strengthen bilateral cooperation, the ministry said. Naqvi addressed the moot on Friday and reaffirmed Pakistan’s commitment to the “Shanghai spirit” and called for a joint strategy among SCO member states to counter terrorism, organised crime, drug trafficking, cybercrime and terror financing. On Thursday, Naqvi met his Iranian counterpart, Eskandar Momeni, on the sidelines of the moot and the two discussed bilateral relations and the current regional situation. The Central Asian nation of Uzbekistan is a hidden gem that is fast being discovered by a new generation of international travellers, including those from China. At the Center for Islamic Civilization, a popular tourist attraction in the capital Tashkent, a cross-section of tourists told RTHK that the country is becoming increasingly accessible and a must-visit destination. A traveller from Shaanxi province in China, surnamed Wang, said he was attracted by a blend of post-Soviet history and Islamic architecture. "I just want to experience the fourth largest republic of the former Soviet Union. Just to see how they've developed since breaking away from the Soviet Union, and to see what changes have taken place in the city's appearance," he said. "So I came to stroll around and take a look, just to experience the different culture of another country." Wang noted that travel has become significantly easier. "It’s visa-free for 30 days," he explained, having arrived via Almaty, Kazakhstan. Wang also noted that more Chinese people have been visiting Uzbekistan in the past few years. That sense of discovery is echoed by European visitors. "We didn’t know anyone else who has been here, so it was really exciting to come somewhere completely different and experience a completely different culture," said William Norton, a tourist from Scotland. But he also met some challenges. "Language is the main one – we don’t speak Uzbek or Russian, which would help a lot. "Apart from that, obviously the lack of public transport as well has been a little bit of a problem in Tashkent. The metro is easier, however, in other places in Uzbekistan like Samarkand." Yet, for Norton, those very challenges are part of the charm. "You go to other places in Europe that are equally as beautiful if not less beautiful and they are absolutely rammed with people, so it's nice that it's a little bit quieter here." His travel companion, Christian Cannarella, agreed, saying their friends back in Scotland were surprised by their travel plans. He said people in Uzbekistan have been very welcoming and visiting the landmarks is an "incredible" experience. For travellers from other Islamic nations, the attraction lies in the shared cultural heritage. Ammar Nizamani, visiting from Pakistan, said he wanted to find out what they have in common in faith and history. He said he tries to visit different countries whenever he has the chance. Chief Executive John Lee on Friday expressed confidence that Hong Kong and Uzbekistan will further advance their "win-win cooperation" as he concluded his week-long Central Asia trip. Speaking on the final day of his visit to the Uzbek capital, Tashkent, Lee described his trip to Kazakhstan and Uzbekistan as fruitful, noting achievements have been secured in eight areas. These include the establishment of high-level contacts and ties between the SAR government and the governments of Kazakhstan and Uzbekistan, with the respective sides reaching consensus on cooperation across multiple areas, he said. Lee added that a total of 96 cooperation agreements and memoranda of understanding, involving investments exceeding US$1.65 billion, had been reached during his visit. Before returning to Hong Kong on Friday night, Lee attended a business exchange event and met again with the Prime Minister of Uzbekistan, Abdulla Aripov. Lee said he looked forward to strengthening co-operation between the two places and laying a solid foundation in areas that include capital markets connectivity, infrastructure financing and green finance. The CE thanked the government of Uzbekistan for making arrangements for his visit, saying he was confident that the two places would open up a new chapter of mutual benefits and win-win cooperation. Chief Executive John Lee announced a series of innovation and technology agreements with Uzbekistan, following a visit to the Central Asian nation’s flagship IT hub on Friday. Writing on his social media, Lee detailed the delegation’s visit to Uzbekistan IT Park, a national special economic zone in Tashkent, where they met with Ayubkhon Sultanov, Uzbekistan’s First Deputy Minister of Digital Technologies. He said the IT Park serves as a core engine for Uzbekistan’s digital economic transformation, offering tax incentives and rental concessions and facilitating visa arrangements to attract tech enterprises and talent. The park, he said, is central to implementing the “Digital Uzbekistan 2030 Strategy” and the country’s national AI Strategy. The CE noted that while Uzbekistan is accelerating its economic transformation and I&T development, Hong Kong — as an international financial centre — is actively building itself into a global innovation hub. “Leveraging its world-class financing platform, professional services and unique bridging role connecting the mainland and international markets, Hong Kong is highly complementary to Uzbekistan’s development,” the CE wrote. Both places, he added, are important partners within the Belt and Road Initiative and can strengthen exchanges of development experience. Hong Kong Palace Museum and the State Museum of History of Uzbekistan have begun discussions on co-curating exhibitions in late 2028, with plans to bring each other's collections to Hong Kong and Tashkent, according to Hong Kong Palace Museum director Louis Ng. Speaking during Chief Executive John Lee’s visit to Central Asia, Ng said the two sides signed a memorandum of understanding on Thursday, covering cooperation in research, exhibitions, education and talent training. Ng added that preliminary talks on the exhibition exchange have already taken place. “We will bring collections from the State Museum of History of Uzbekistan to Hong Kong,” he said. “On the other hand, we will bring our collections from the Hong Kong Palace Museum – including our ancient gold artefacts and textiles – to exhibit here in Uzbekistan.” He said the timeline is still subject to further negotiations between the two museum teams and depends on their respective schedules, as well as any other exhibition commitments for the Uzbek artefacts. Ng described Uzbekistan as an ancient civilisation and a “cultural hub” along the historic Silk Road and said the collaboration aims to bring Central Asian history to Hong Kong audiences. “We hope to take this opportunity to present the history of Central Asia, the history of Uzbekistan and the history of the Silk Road through an exhibition in Hong Kong,” he said. He also emphasised that the initiative supports both the Belt and Road Initiative and Hong Kong’s development into a centre for Chinese and international cultural and artistic exchanges. He said this marks the first time a Hong Kong museum has cooperated with a Central Asian counterpart. “Central Asian museums don’t know much about Hong Kong’s museums either,” Ng said, adding that he has invited Uzbek museum directors to visit Hong Kong in the coming year to share experiences and expertise. “Together, we can advance the development of our respective cultural and museum sectors more prosperously,” Ng said. Direct flights and longer visa-free access for travellers will help unleash the potential of tourism across Central Asia, industry representatives said as Chief Executive John Lee concludes his visit to the landlocked region on Friday. SAR passport holders can travel to both Kazakhstan and Uzbekistan visa-free, but the length of stay per visit is "borderline", according to Sunny Yip, director of Hong Kong travel agency Goldjoy Travel. Currently, Hong Kong permanent residents can stay in Kazakhstan up to 14 days each time, and 10 days in Uzbekistan. "These countries have a great deal of historical sites. From one site to another takes half a day or more by road," Yip said in an interview with RTHK. "If the countries could consider having 30 days visa-free, which is quite common for Hong Kong travellers to other countries, it would be very advantageous." But he said the real game-changer would be the introduction of direct flights. Hong Kong has never had direct air services to Uzbekistan, while Air Astana, Kazakhstan's flag carrier, used to operate flights between the SAR and Almaty before Covid. Lee on Tuesday announced that a Hong Kong carrier will start operating services to Almaty from the first quarter of 2027, with more details to follow. Sardor Nuritdinov, general director of Marco Polo Central Asia Travel in Uzbekistan, explained the importance of direct flights. "Most number of people travelling to Uzbekistan [from Hong Kong], they are 65-plus-year-old elderly people. For them, the biggest issue for them is the flight time and extra hassle in getting to the destination," he said. "If there is a direct flight ... it will at least increase the number of travellers to Uzbekistan in the first year already at least 10 times than what is right now." Yip said Hong Kong businesses can also actively participate in the development of tourism-related industries in Central Asia. "I would expect our chief executive to encourage more Hong Kong investment into hotel sectors," he said. "The airports are relatively basic. Development will be important to increase capacity." Nuritdinov agreed, noting that while Tashkent has no shortage of five-star hotels, cities like Samarkand and Bukhara lack premium accommodation. "Travellers from Hong Kong, they prefer more comfort compared to what can be offered in Uzbekistan at the moment in terms of accommodation," he said. With China emerging as a major market, Nuritdinov said Putonghua-speaking local guides remain scarce. "The local universities are also starting to think we need to add Chinese language as a course to the classes in the university," he said. "But I think it's a long way ahead. I'm thinking like five, 10 years ahead." Despite these challenges, both Nuritdinov and Yip see enormous potential in the region's tourism industry. Instability in the Middle East, they say, could also drive tourists to Central Asia. Nuritdinov recommended immersive experiences beyond historical sites, be it cooking Kazakhstan's national dish plov with a local family, silk embroidery workshops or dance lessons.
