De Noord-Koreaanse dictator Kim Jong-un heeft een oorlogsschip geïnspecteerd tijdens zeetests, nadat datzelfde schip vorig jaar nog zwaar beschadigd raakte bij een mislukte tewaterlating. Volgens persbureau AP presenteerde Noord-Korea beelden waarop Kim samen met zijn dochter Kim Ju-ae, die in staatsmedia steeds prominenter optreedt, de tests bijwoont. Kim riep daarbij op tot een snelle uitbreiding van de marinecapaciteit, inclusief een "nucleair bewapende marine" die volgens hem overal en op elk moment een "dodelijke slag" kan toebrengen aan vijanden, zowel boven als onder water. De inspectie komt op een moment van oplopende geopolitieke spanningen in de regio en kort voor een gepland bezoek van de Chinese leider Xi aan Noord-Korea. Volgens AP onderstreept dat bezoek de pogingen van Peking om de banden met Pyongyang verder aan te halen. Noord-Korea heeft tegelijkertijd zijn militaire samenwerking met Rusland uitgebreid, onder meer rond de oorlog in Oekraïne. De Kang Kon is een van de nieuwe torpedojagers die Noord-Korea vorig jaar presenteerde als onderdeel van een moderniseringsprogramma van de marine. Dat programma liep flinke imagoschade op door een mislukte tewaterlating in mei 2025 in de noordelijke havenstad Chongjin. Toen ging het mis tijdens een ongebruikelijke zijwaartse tewaterlating. Een methode die nog niet eerder op die schaal was toegepast in Noord-Korea. Het schip raakte uit balans en liep zware schade op, waarna het deels op zijn zij in het water en deels op de kade terechtkwam. Zuid-Koreaanse bronnen spraken destijds over mogelijke structurele schade en gaten in de romp. Kim Jong-un reageerde woedend op het ongeluk en zou het hebben bestempeld als een "criminele daad". Meerdere mensen werden opgepakt, waaronder ingenieurs en administratief personeel van de scheepswerf in Chongjin. Geheime onderwaterwapens Noord-Korea stelde aanvankelijk dat de schade beperkt zou zijn en dat reparatie binnen tien dagen mogelijk was, maar internationale deskundigen noemden dat onrealistisch en spraken eerder over maanden tot een jaar herstel. Latere satellietbeelden toonden het schip grotendeels op zijn zij, deels afgedekt met zeil om technische details te verbergen. Hoewel het schip nu gerepareerd lijkt te zijn en opnieuw proefvaarten uitvoert, blijven er internationaal twijfels bestaan over de volledige operationele gereedheid. Volgens Noord-Koreaanse staatsmedia is de marine een belangrijk onderdeel van een nieuw defensieplan, waarin onder meer grotere torpedojagers en zogenoemde "geheime onderwaterwapens" worden ontwikkeld.

North Korea plans to build a 10,000-ton destroyer and develop secret underwater weapons, state media said on Saturday, ahead of a visit by Chinese President Xi Jinping. The Rodong Sinmun newspaper, reporting on a Thursday naval test supervised by leader Kim Jong Un, said he ordered the navy to deploy the destroyer Kang Kon and another 5,000-ton warship, the Choe Hyon, as soon as possible. The newspaper did not give further details. It is the first time North Korea has mentioned a plan to build a 10,000-ton destroyer, said Hong Min, a senior analyst at South Korea’s Institute for National Unification. Kim may be seeking to showcase the country’s military capabilities ahead of Xi’s visit on Monday and Tuesday, Hong said. The North Korean leader said Pyongyang must enhance its naval capabilities to deter a nuclear war, while calling for powerful military capabilities across land, sea and air, the newspaper said. Xi is making his first visit to North Korea in nearly seven years as Beijing looks to reassert ties with Pyongyang, its only formal treaty ally. Before the visit was announced, Kim on Thursday called for an “exponential” expansion of North Korea’s atomic arsenal during a visit to a newly operational nuclear material production factory. During Kim’s ship inspection, he was joined by his daughter, believed to be a teenager named Ju Ae, a photo published by the newspaper showed. North Korea said in May 2025 that a 5,000-ton destroyer had partially capsized during a launching ceremony in Chongjin port. Kim, who was overseeing the ceremony, condemned the accident and called it a “criminal act” that could not be tolerated. After the ship was repaired at Rajin port, a second launching ceremony was held the next month, when the vessel was named the Kang Kon.
