The Institute is celebrating its 50th anniversary this year. Launched in 1976, the publication was designed to keep members informed about IEEE and what its constituents were doing, as well as to report on the organization’s initiatives, technical standards, products, and services. That directive expanded over the years to include our reporting on key historical technical achievements recognized as IEEE Milestones and support for young professionals with career-guidance articles and information about educational resources. The Institute has gone through many iterations in the past 50 years. What began as a monthly four-page insert in the print edition of IEEE Spectrum became a separate newspaper published six times a year and mailed along with Spectrum in 1977, and then a monthly publication the following year. Today we publish all of The Institute’s articles online, with a curated selection appearing in our 16-page quarterly printed in the March, June, September, and December Spectrum issues. To provide members with a quick summary of the latest online news, in 2003 a bimonthly newsletter, The Institute Alert, began appearing in your inbox. You also can stay up to date by following our Facebook, Instagram, and LinkedIn pages. Although much has changed, an original subsection from 1976—“IEEE People”—has been maintained for the past five decades. We continue to celebrate IEEE members from around the world through our profiles, which are among our most popular articles. As the longest-serving editor in chief for The Institute, it is a privilege for me and my staff to chronicle the stories of remarkable IEEE individuals. They are often-unseen visionaries and problem-solvers who work tirelessly behind the scenes on technologies that are reshaping the world. By highlighting their careers and how IEEE has played a role in their professional growth, we hope to inspire the next generation of engineers and technologists to continue a legacy of innovation and service to humanity.

In what Finance Minister Muhammad Aurangzeb on Friday called an “important milestone”, the government announced a fixed tax rate scheme for small shop owners in an effort to build a more “equitable, balanced and sustainable” tax system. The voluntary ‘Asaan Scheme’ aimed at small shops with annual earnings of Rs200 million, seeks to broaden the tax net by imposing a 1 per cent fixed tax on net income of the business. Shop owners will have to sign up for the scheme via a form available in multiple local languages. The announcement was made during a press conference by the finance minister along with State Minister for Finance Bilal Azhar Kiani. According to Kiani, shop owners who opt in for the scheme will receive Federal Board of Revenue (FBR) plaques displaying a unique QR code on them to be placed outside their shops and a point of sale system inside their shops. Tax inspectors making the rounds of the market will be able to acquire tax details for these shops using their QR codes. Any irregularities will be up for audit in consultation with local traders’ associations. Both non-filers and filers can enter the scheme. Filers will be able to opt for the scheme under the condition that, in the past three years, the business’ turnover must not exceed Rs200m, Kiani said. He added that kiosks are exempt from the scheme. The finance minister said the scheme was being presented for three to four million shop owners in line with their demands and after holding consultations with local shop associations.

Prime Minister Shehbaz Sharif on Thursday directed the launch of a pilot project for a proposed automated income tax collection system in Islamabad, the Prime Minister’s Office (PMO) said. In a statement, the PMO said that Prime Minister Shehbaz chaired a review meeting on ongoing reforms in the Federal Board of Revenue (FBR), attended by Finance Minister Muhammad Aurangzeb, State Minister for Finance Bilal Azhar Kayani, and others. “The meeting reviewed the ongoing measures aimed at modernising the tax system and increasing tax collection in detail,” it said, adding that a comprehensive plan was presented to make inland revenue collection more “effective, transparent and faceless”. According to the PMO, the meeting was informed that the proposed new tax system would have the capability to identify under-declared income and assets through data relating to properties, vehicles and banks. “Modern technology and artificial intelligence would be used to make the tax system automated, transparent and effective,” it added. Addressing the meeting, the prime minister said that the “project for an automated, modern and efficient tax management system through the effective use of modern technology would prove to be a milestone in the government’s reform agenda,” the PMO stated. The premier added that minimising human intervention and discretionary powers in the tax collection system was the need of the hour. The prime minister further said that implementation of the project would not only increase revenues but also promote transparency, fairness and public trust in the tax system. He added that the process of FBR reforms would continue for the documentation of the economy and expansion of the tax net. During the meeting, the PM Shehbaz also paid tribute to the provincial governments for their effective action against illegal cigarettes, the PMO said. “Through enforcement measures, additional tax collection of Rs40 billion from the cigarette sector is expected this year for the national exchequer,” it said. Under the new system, it was also proposed to establish a National Faceless Audit Wing, a National Assessment Wing and a Field Operations Wing.
