Tight security As part of security arrangements, 6,000 Punjab police personnel and 2,000 from Islamabad police — including 150 personnel from its security division — have been assigned for election duty in the mountainous region. According to a list issued by the GB Election Commission, a total of 1,391 polling stations have been established across the region, of which 488 are categorised as normal, 349 as sensitive and 551 as highly sensitive. "Quando um visitante decide vir ao Espírito Santo para observar baleias, ele movimenta hospedagem, alimentação, transporte, comércio, passeios e serviços turísticos. Toda a cadeia é beneficiada". Segundo Tononi, a atividade passou por um processo de profissionalização nos últimos anos. "Hoje temos embarcações específicas, equipes capacitadas e empresas estruturadas para oferecer uma experiência segura e de qualidade". O impacto é percebido também pelos meios de hospedagem. 'CPF capixaba': quase 100 baleias-jubarte nasceram no litoral do ES em 2025 Segundo ele, pesquisadores e turistas hospedados no hostel acabam conhecendo o projeto e incluindo a observação das jubartes no roteiro da viagem. "Elas já representam muito mais do que um passeio. Estão se tornando parte da identidade cultural do estado assim como a moqueca e o congo", disse. Felipe contou que o hostel fica sempre movimentado e tem orgulho do que faz por tudo e por 10 famílias dependerem da empresa dele. Para Mônica Velasques, diretora de Hospitalidade, Turismo e Lazer do Sesc Espírito Santo, a força econômica das baleias está justamente na capacidade de atrair visitantes fora da alta temporada. "A temporada de observação de baleias ocorre entre junho e novembro e ajuda a reduzir a sazonalidade do turismo. Isso gera fluxo adicional de visitantes e movimenta hotéis, pousadas, restaurantes, agências, transportadoras e diversos serviços ligados à cadeia produtiva do turismo". Segundo ela, a atividade cria um motivo concreto para a viagem e fortalece o posicionamento do estado como destino de natureza e experiências. "O grande valor da temporada das baleias não está apenas na ocupação dos hotéis durante os passeios, mas na capacidade de transformar um recurso natural em um produto turístico sustentável, capaz de gerar receita, emprego e visibilidade para o destino durante vários meses do ano", explicou Mônica. A guia conta que a reação dos visitantes costuma se repetir a cada saída. "Eles ficam impactados com o tamanho das baleias. Quando elas saltam, batem as nadadeiras ou aparecem com os filhotes, a emoção é muito intensa. Muitas pessoas choram. É uma sensação difícil de mensurar". Tatiana destaca ainda que cada passeio na agência onde trabalha também funciona como uma experiência de educação ambiental. Além das explicações sobre biologia e conservação, todas as expedições contam com pesquisadores a bordo, responsáveis por orientar os passageiros e acompanhar o cumprimento das normas estabelecidas pelos órgãos ambientais e pela Capitania dos Portos, garantindo a segurança da atividade e o respeito aos animais. Regras Para realizar os passeios, as agências de turismo devem estar cadastradas no Cadastur. Os barcos de precisam respeitar algumas regras durante a observação das baleias, como manter distância de 100 metros da baleia ou do golfinho, e 200 metros se o animal estiver com filhote. A observação deve ser feita, no máximo, por 30 minutos para cada animal. Além disso, o barco não pode perseguir a baleia e caso o animal se aproxime muito da embarcação, deve ficar com o motor ligado e desengrenado. Turistas se encantam ao obeservar baleias no Espírito Santo Beatriz Marins Baleias como indutoras do turismo O oceanógrafo Paulo Pinheiro Rodrigues, do Instituto Baleia Jubarte, afirma que a observação de baleias é uma das iniciativas mais bem-sucedidas de transformação da conservação ambiental em desenvolvimento econômico. "O Projeto Baleia Jubarte promove pesquisa, conservação, educação ambiental e fomenta o ecoturismo como alternativa sustentável. Geramos trabalho e renda em torno da imagem das baleias e do ambiente marinho". Segundo ele, a atividade ajuda a reduzir a sazonalidade do turismo no estado. "As baleias são indutoras do destino. Muitas pessoas escolhem viajar para a Grande Vitória especificamente para participar dos passeios". Paulo destaca que a atividade vem atraindo investimentos públicos e privados, desde embarcações adaptadas para o transporte de passageiros até novos espaços de educação ambiental. A expectativa do Instituto Baleia Jubarte é que cerca de 2 mil turistas embarquem rumo às baleias na temporada de 2026. PPP Chairman Bilawal Bhutto-Zardari, whose party holds the majority in the Azad Jammu and Kashmir (AJK) Legislative Assembly, said on Sunday he would meet Prime Minister Shehbaz Sharif over the current situation in AJK, asserting that issues would be resolved through talks. He said this while presiding over a meeting of the PPP AJK parliamentary party in Islamabad, a statement issued by the PPP said. The meeting was held as tensions gripped AJK, with the region’s government declaring the Joint Awami Action Committee (JAAC) a proscribed organisation and the latter insisting on its demand to abolish 12 refugee seats in the AJK Legislative Assembly. The group also plans to hold a protest on June 9, days ahead of June 27 elections in the region. The PPP statement said the party’s political affairs in-charge Faryal Talpur was also present at the meeting on Sunday where the political situation in AJK was reviewed. “Consultations were held between Bilawal and parliamentary party members regarding the AJK situation,” it said, adding that parliamentary party members gave recommendations to Talpur on the matter. According to the statement, Bilawal expressed concern over the situation in AJK. “We have always prioritised the issues of Kashmiris,” he was quoted as saying. He added that political issues should be resolved through negotiations. “I will meet PM Shehbaz and a solution to the issues would be found through talks and the assembly,” he said. The meeting was held as AJK police sealed the head office of the JAAC, state broadcaster Radio Pakistan reported. A day earlier, AJK authorities launched a crackdown on the JAAC, arresting scores of its leaders and activists from different areas. On Friday, the AJK government declared JAAC a proscribed organisation, days ahead of a planned protest by the group scheduled for June 9, stating that it was “engaged in terrorism” and had acted in a manner “prejudicial to peace and security” of the state. The group’s latest protest call centres on a highly contentious demand to abolish the 12 seats in the region’s Legislative Assembly that are reserved for refugees from Indian-occupied Jammu and Kashmir who settled in mainland Pakistan after 1947. JAAC alleges that these seats were often used by mainstream Pakistani political parties to influence the formation of governments in Muzaffarabad. On Thursday, the AJK Legislative Assembly strongly defended the status quo, backing the refugee seats and calling for elections to proceed on schedule. Meanwhile, Islamabad dispatched federal paramilitary forces to reinforce the region’s thinly stretched police force. AJK authorities have also advised intending visitors to postpone their trips until June 20, citing security concerns ahead of the planned protests. ‘Most demands fulfilled’ Earlier on Sunday, Parliamentary Affairs Minister Tariq Fazal Chaudhry maintained that most of the Joint Awami Action Committee’s (JAAC) demands, agreed between the JAAC and the government last October, had been fulfilled. “Thirty-five out of 38 demands have been implemented,” he said while addressing a press conference in Islamabad. About the remaining demands, he said the courts had issued an order regarding some and others were not feasible. He claimed “negative propaganda is being spread that the government has fulfilled only three out of 38 demands,” emphasising that the solution to the issues could not be “violent demonstrations” and dialogue should be the way forward. The minister asked if the unrest was an attempt at “portraying Pakistan and AJK as separate entities; is it an attempt to weaken Pakistan’s relation with AJK; is it an attempt to create hatred between refugees from India-occupied Kashmir and the people of AJK; and lastly, is this an attempt to weaken the Kashmir cause?” He claimed that the government had not disregarded the JAAC’s demands; however, he pointed out that, “when we talk to them about resolving issues through dialogue, they respond with violent demonstrations; these are two contradictory approaches”. “The clauses that are yet to be implemented, we can still sit down and talk about them,” he said, reiterating that the solution was not violence and taking law and order into one’s hands. At the outset of the press conference, Chaudhry said that certain actors were attempting to create unrest ahead of the July 27 elections in AJK. “Attempts are being made that the violent protests that have happened in the region in the past can be revived,” Chaudhry said, recalling the unrest in the region in September-October 2025. He recalled that the JAAC was formed in September 2023 and at the time, they had three demands: subsidy on flour, decrease in electricity prices and reduction in elite privileges. “As a result of that, we saw a shutter-down strike in 2024 in AJK, accompanied by violent demonstrations,” the minister recalled, stating that the government had fulfilled all the demands at the time. He further stated that the demonstrations broke out again in September 2025, and a charter of demands was presented, listing 38 clauses, following which the government signed an agreement with the JAAC on October 4. He added that he, along with the Minister for Kashmir Affairs and Gilgit-Baltistan Amir Muqam, had been holding monthly meetings with JAAC to review progress on the agreement. However, JAAC still put out a fresh call for protests on June 9, he noted. Chaudhry recalled that on May 30, a committee comprising federal ministers met the JAAC in Muzaffarabad, where the demand for abolishing 12 refugee seats was put forward. He said that the government’s representatives had also suggested that an all parties meeting be called to debate the matter. “Around 2-2.2 million Kashmiri refugees are living in Pakistan, and 12 people sitting in a closed room cannot abolish those seats,” the minister asserted, adding that the JAAC’s other demands related to public welfare had been fulfilled. Chaudhry also said the government’s representatives suggested that the issue should be discussed in the AJK Legislative Assembly or taken to the AJK Supreme Court. “We requested [during the May 30 meeting] that the June 9 protest be postponed by 8-10 days so that we may hold consultations with our senior leadership and work towards a solution,” the minister said, affirming that the government had never refused to discuss the status of the seats. Asserting that 35 out of JAAC’s 38 demands had been fulfilled by the government, including withdrawal of first information reports (FIR) against JAAC demonstrators, reinstating government employees who took part in the demonstrations, a feasibility study on the Kahuta Azad Pattan road in the Sandhoti district, procurement of electricity meters via e-tenders, internet connectivity issues, and establishment of a garbage collection system. As per the minister, some of the other demands fulfilled by the government included amendments in the local government laws, establishment of two new federal boards, and restoration of the health card facility for AJK, among others. He added that while many of the demands in the agreement could be implemented through executive orders — around 18-19 — the rest included ongoing development projects which “cannot be completed within 3-4 months”. “It is not justified to hold long marches every six months under such circumstances,” the minister said.

Opec+ agreed on Sunday on a fourth increase in its oil output targets in as many months, even though the US war with Iran is still preventing several of the group’s members from pumping more. The war has cut oil flows via the Strait of Hormuz, creating the world’s biggest-ever supply crisis as key Opec+ members, including Saudi Arabia, have been unable to supply customers in full since the end of February. The crisis for Opec+ deepened when the United Arab Emirates left the Organisation of the Petroleum Exporting Countries (Opec) after almost 60 years. Seven core members of Opec+, which groups Opec and allied producers including Russia, have increased their output quotas from April to June by almost 600,000 barrels per day. Impact of production target increase In reality, the group’s production has collapsed due to export cuts by Gulf members, averaging 33.19 million barrels per day in April compared with 42.77m in February, according to Opec figures. On Sunday, the seven members decided to increase targets by 188,000 bpd from July, Opec said in a statement. This is the same as the June hike, which was adjusted down from monthly increases of 206,000 bpd in May and April to take into account the UAE exit. “An Opec+ production increase means very little while the Strait of Hormuz remains closed,” said Jorge Leon, an analyst at Rystad and a former Opec official. When the Strait of Hormuz reopens, the market could move very quickly from fear of shortage to fear of surplus.” On Friday, oil prices fell to around $93 a barrel as traders gained confidence that renewed conflict between the US and Iran was growing less likely. Prices were close to $72 before the war began. Open+ almost done with unwinding 2023 output cut The seven countries are increasing production as part of the gradual unwinding of a 1.65m bpd production cut that the group, which at the time included UAE, agreed in 2023. From July, the seven have about 567,000 bpd of the original cut to return to the market, taking into account the UAE exit from May 1, according to Reuters calculations. That would mean the rest of the cut will be unwound by the end of September should Opec+ stick to monthly hikes of about 188,000 bpd for August and September. The seven of 21 Opec+ members who met on Sunday are Saudi Arabia, Iraq, Kuwait, Algeria, Kazakhstan, Russia and Oman. In recent years, only the seven plus the UAE — when it was a member — have been involved in the group’s output policy decisions. In a separate meeting on Sunday of all Opec+ members, the ministers made no change to group-wide output policy that is in place until the end of 2026, Opec+ said in another statement. Opec+ is carrying out a review of its members’ oil production capacity to be used as a reference for 2027 production baselines, from which quotas are set. The group on Sunday affirmed the importance of completing the assessment, the statement said.
