Het grootste onderschepte cocaïnetransport ooit, vorige maand ten zuiden van de Canarische Eilanden op het vrachtschip de Arconian, werd vrijwel zeker gecoördineerd door het netwerk van de veroordeelde Nederlandse drugscrimineel Jos L., ook wel bekend als Bolle Jos. Dat staat in een rapport van het Global Initiative Against Transnational Organized Crime (GI-TOC), dat onderzoek deed naar de bewegingen van vrachtschepen voor de kust van West-Afrika. Op 1 mei van dit jaar onderschepte de Spaanse Guardia Civil meer dan 30 ton cocaïne op de Arconian, die onder de vlag van de Comoren voer en op weg was naar Libië. De omvang van de drugsvangst was weliswaar ongekend, maar uit het onderzoek van GI-TOC blijkt dat het transport allesbehalve op zichzelf staat. Sinds 2019 is het volume cocaïne dat van West-Afrika naar Europa wordt gesmokkeld explosief gestegen. De havens in West-Afrika zijn steeds beter verbonden met de gebieden waar cocaïne wordt geproduceerd én geconsumeerd. Toch bleef het aantal onderschepte transporten op containerschepen vanuit West-Afrika in de Europese havens laag. De vraag was daarom: hoe komt al die cocaïne Europa binnen? Bulktransporten cocaïne GI-TOC bracht de afgelopen vijf jaar de cocaïnehandel vanuit West-Afrika naar Europa in kaart door middel van open source-gegevens en meer dan 190 interviews met onder anderen havenmedewerkers. Op basis daarvan werd in casestudy's op drie schepen ingezoomd: de Arconian, de White Eagle en de White Labeille. De schepen zijn waarschijnlijk verbonden met het criminele netwerk van Jos L. De bulktransporten met cocaïne vertrokken vanuit opslagpunten in West-Afrika en bleven hangen voor de kusten van Marokko, de Canarische Eilanden en Spanje, voordat ze aanmeerden in havens in Noord-Afrika. Sommige schepen maakten de reis één keer, andere deden dat vaker. In het rapport staat dat op basis van verzameld bewijsmateriaal kan worden aangenomen dat de drugs in Sierra Leone in West-Afrika aan boord van de Arconian zijn geladen om in de buurt van de Canarische Eilanden op kleinere motorboten te worden overgeladen. Zo vervoerde de Arconian meer dan 42.000 liter brandstof, bedoeld voor de motorboten. Die speedboten moesten de cocaïne aan land brengen zonder gebruik te hoeven maken van een zeehaven, zoals voorheen gebeurde. Deze relatief nieuwe methode, die ook door andere criminele netwerken wordt gehanteerd, heeft er volgens het rapport aan bijgedragen dat grote hoeveelheden cocaïne Europa konden bereiken zonder te worden opgemerkt. Dat verklaart mede waarom de prijs van cocaïne in Europa al jaren daalt - in Nederland van 28.000 euro per kilo in 2021 tot 15.000 euro per kilo in 2025 - wat wijst op een groot aanbod. Tegelijkertijd zijn de hoeveelheden die in beslag worden genomen in de havens van Rotterdam en Amsterdam sinds 2024 gedaald. Zo zag de grootste drugsvangst ooit, begin vorige maand op de Arconian, eruit: Vrijwel direct na de vondst op de Arconian werd het verband gelegd met Jos L.. De drugs bleken afkomstig uit Sierra Leone, waar L. naar verluidt sinds 2022 verblijft. Het rapport concludeert op basis van getuigenverklaringen, foto's en een uitgebreide analyse van de activiteiten van het netwerk dat de Arconian en de andere onderzochte schepen werden gecoördineerd door L. en zijn netwerk. Het is waarschijnlijk dat L. deze methode in ieder geval sinds 2024 herhaaldelijk heeft gebruikt om drugs vanuit West-Afrika naar Europa te smokkelen. De Arconian voer de afgelopen jaren geregeld tussen havens in West-Afrika. Dat veranderde in februari van dit jaar, toen het schip werd overgenomen door een bedrijf zonder scheepvaartgeschiedenis en met het hoofdkantoor in Sierra Leone. Het vrachtschip bleef daarna enkele weken in de buurt van de hoofdstad Freetown en lag vier dagen aangemeerd in de grootste zeehaven van het land, tot het op 22 april onafgebroken doorvoer richting Europa en op 1 mei door de Spaanse politie werd onderschept voor de kust van Dakhla in de Westelijke Sahara. Op het schip zaten zeventien bemanningsleden uit de Filipijnen. Ook werden zes gewapende mannen aangetroffen - vijf Nederlanders en een Surinamer - die de drugs bewaakten. Sommigen van hen waren eerder veroordeeld in verband met cocaïnehandel en witwassen. De Guardia Civil ontdekte een metalen deur die toegang gaf tot een lange gang die vol zat met balen cocaïne. De omvang van de onderschepte lading wijst er volgens het rapport op dat de criminelen zich veilig waanden en dat er eerder mogelijk succesvolle transporten zijn geweest.

It did, for Alok Mishra.In 2014, during a trip with his wife, Mishra needed a hotel room for six hours as he did not want to drive late at night. But he was asked to pay for a full day and subjected to a series of intrusive questions despite being married—and was finally refused a room. “That got me thinking that there might be travellers like me who need rooms only for a few hours but have to pay for an entire day. Later, while working in the US, I came across pay-for-use concepts and felt that India needed a more flexible, customer-friendly model,” he says.That experience led to the launch of Bag2Bag in 2019, an online platform for booking hotels, service apartments, homestays and other accommodations, with a focus on hourly stays.The business started gaining momentum around 2021. Bag2Bag’s hourly-stay revenue has risen from roughly Rs 50 lakh in 2021 to Rs 5-6 crore today. The company has served more than 1 lakh customers, lists over 10,000 properties across India and offers hourly stays at 6,000-7,000 of them. The service is available in more than 50 cities, though Bengaluru and Mumbai remain its strongest markets.Also read | The safe keepers: Inside India's booming locker economy“People now understand that this is a practical solution rather than a niche service. One of our biggest achievements has been to help normalise the category. Earlier, hourly stays were often associated with couples seeking privacy,” he says. “We deliberately broadened the use case by allowing family bookings, including travellers with children. We wanted people to see hourly stays for what they really are— a convenient accommodation option.”HOUR OF NEED That convenience is growing as online hotel booking platforms that allow short stays are on the rise. Alongside Bag2Bag, there is Noida-based Brevistay, Bengaluruheadquartered MiStay, Mumbai’s Hourly Rooms and Qwiksta, all specialising in micro stays. Larger travel platforms like MakeMyTrip, Agoda and Goibibo have also introduced hourly booking options.Like Bag2Bag, Brevistay was born out of a travel inconvenience. In 2016, cofounders Prateek Singh, Aditya Naithani, Shubham Agarwal, Avnish Kumar and Nikhil Pathak arrived in Manali at 5 am only to find that hotels would not allow early check-ins without charging for an extra night. The friends went on to cofound the travel tech startup Brevistay, which raised Rs 3 crore in 2023 and today reports revenue of about Rs 18 crore. It has 15 lakh registered users, 4 lakh monthly active users and around 11,000 listed hotels, including brands such as Ginger, Ramada and Blue Motel.LONG JOURNEY Getting there, however, was not easy.Pathak, cofounder and chief technology officer of Brevistay, says, “The challenge in this segment is not customers but hotels. In 2016, many hoteliers would simply bang the phone on us. Some agreed in principle but didn’t want their properties listed publicly and preferred bookings to come through offline calls. It took us nearly two years before we started seeing meaningful traction and recurring bookings,” says Pathak.The same resistance greeted MiStay when it launched in 2016. Starting with a pilot in Delhi, MiStay has since expanded to more than 100 cities. Shwetha Sameernath, general manager, business and growth, MiStay, says, “When we launched, scepticism was high. Most hotels were uncomfortable with the model, concerned about guest quality and operational challenges. Over time, that changed as hotels began seeing it as a revenue opportunity.”MiStay tackled resistance through education and curation. The company worked to show hoteliers that short stays served a broad and legitimate market of business travellers, transit passengers and day-use guests. It also selectively onboarded premium hotel brands, helping build credibility for the category. “When hotels see actual customer segments across varied, legitimate use cases, it builds their confidence that the model won’t compromise their brand,” says Sameernath, adding that the concept is now largely normalised.Also read | Major change in buyer behaviour as e-scooters race deeper into BharatPathak says the customer has evolved as well. Brevistay continues to market actively to couples, but he argues that the category should no longer be viewed through that lens. “There’s nothing illegal happening. In fact, there’s no law that prevents consenting adults from booking a hotel room. The issue was perception, not legality. What eventually changed minds was revenue,” he says. “Once hotels realised they could sell the same room multiple times in a day and generate seven or eight bookings instead of one, the business case became impossible to ignore.”The use cases have expanded too. Back in 2017, couples accounted for nearly 90% of Brevistay’s bookings. Today, that figure is down to 50-60%. Business travellers, transit passengers, tourists looking to freshen up between journeys, students travelling for exams and people attending interviews or meetings have all emerged as important customer segments.Hotels, meanwhile, have had to adapt operationally. Mishra says the biggest challenge is that traditional hotel system was never designed for flexible check-ins and check-outs. Bag2Bag addressed this by developing its own software platform for partner hotels. “Once they realised they could monetise idle inventory and generate additional revenue from rooms that would otherwise remain empty, adoption became much easier,” he says.REVENUE CHECKS IN For Sameernath, the turning point was the entry of premium hotel brands. “Today, acceptance has grown across the ecosystem. Channel managers and property management systems are evolving to support slot-based bookings, and customers increasingly treat hourly booking as the natural way to reserve a room for less than a day,” she says.Also read | Indian tourists go viral for all wrong reasons. Reliability and brand trust are becoming increasingly important. “Whether it’s a three-star or a five-star property, even if a branded hotel costs 20-25% more, customers prefer it because they know what they’re getting,” he says. The economics are compelling for hotels too. Sameernath points out that average hotel occupancy in India is under 65%, while daytime occupancy can fall to as low as 30% as guests check out in the morning and new arrivals come in much later. Platforms like MiStay help hotels monetise those idle hours by attracting guests who would never have booked a full-day room. “For hotels near airports or railway stations, the upside is even greater. A room priced at Rs 8,000 for a full night could earn Rs 3,500-4,000 for a daytime slot and another Rs 6,000 for the night—generating `10,000-plus from the same room in a single day,” she says.CHANGING PERCEPTION MiStay today works with brands like IHG, Pride, Ramada, The Park, Radisson and Novotel IHG, while Brevistay is in discussions with Hyatt. Sameernath says that on the demand side, once customers experience flexible booking, they don’t go back. Their repeat rate reflects this, as 48% of MiStay’s monthly business comes from repeat guests “The pay-per-use model in hospitality is the same transformation that happened in transport. You no longer book a cab for a full day; you pay for the distance. Hotels are heading the same way,” she says.Pathak believes the next wave of growth will be driven by younger travellers. “They’re vocal about spending time with their partners and don’t carry the hesitation earlier generations did. In metros, the industry has largely moved beyond the old perceptions, and hourly stays are increasingly viewed as a convenience product rather than something unusual.”The customer, it seems, has reached the destination. Rapper en muziekproducent Ye, voorheen Kanye West, treedt vandaag en maandag op voor tienduizenden bezoekers in het Gelredome in Arnhem. Het is zijn eerste Europese optreden sinds 2014 en meteen ook zijn enige concertreeks hier. De 48-jarige Amerikaan zou komende tijd ook optreden in Frankrijk, Zwitserland, Polen, Italië en op Wireless, het grootste hiphopfestival van Londen. Maar al die concerten vielen in het water vanwege Ye's omstreden reputatie. De controverse rond Ye heeft alles te maken met antisemitische en naziverheerlijkende uitspraken die hij in het verleden heeft gedaan. Zo zei hij in een interview in 2022 dat hij van Hitler hield, noemde hij zichzelf een nazi, bracht hij het nummer Heil Hitler uit en verkocht hij T-shirts met hakenkruizen. Verder beweerde hij acht jaar geleden dat "400 jaar slavernij een keuze was" en droeg hij een T-shirt met de racistische leus 'White Lives Matter'. Museum bezoeken Ook in Nederland is sinds de aankondiging van Ye's concertreeks veel te doen over zijn komst. Een meerderheid van de Tweede Kamer wilde de rapper weren en het Centraal Joods Overleg (CJO) stapte naar de rechter omdat de organisatie vindt dat zijn optredens zorgen voor een onveilig gevoel, met name voor Joodse Nederlanders. De Arnhemse burgemeester Marcouch, die het concert niet kon verbieden, wil morgen samen met de rapper naar het Nationaal Holocaustmuseum in Amsterdam, meldde de Volkskrant vanochtend. Zo zou Ye kunnen kennismaken met de Joodse geschiedenis in Nederland. Auto-ongeluk In 2023 bood de rapper op X de Joodse gemeenschap in het Hebreeuws zijn excuses aan voor zijn uitspraken. Begin dit jaar schreef hij een open brief aan The Wall Street Journal. Daarin excuseerde hij zich naar de zwarte en Joodse gemeenschap. "Ik hou van Joodse mensen", beweerde Ye. Zelf zei West dat zijn uitlatingen voortkwamen uit een bipolaire stoornis, die zou zijn ontstaan na een auto-ongeluk in 2002. Door die psychische stoornis voelen mensen zich afwisselend onoverwinnelijk en diep zwartgallig, en in een manische toestand is de rem eraf. 'Uitlatingen zijn verschrikkelijk' Voor Ye-fans in Nederland leidt zijn komst tot een ingewikkeld dilemma. Zij willen de artiest graag een keer live zien optreden, maar zijn het niet eens met de pijnlijke en negatieve manier waarop Ye de aandacht naar zich toe weet te trekken. De 25-jarige Willem luistert al tien jaar naar de muziek van Ye, maar vindt zijn uitlatingen "verschrikkelijk" en begrijpt dat mensen zich erdoor gekwetst voelen. Toen het concert werd aangekondigd, had hij zijn twijfels of hij ernaartoe moest gaan. "Ik wist ook niet of het überhaupt door zou gaan. Iedere keer zegt hij weer debiele dingen." "Ik had hem na zijn uitspraken al afgeschreven", zegt hij. Die uitlatingen stralen volgens hem af op zowel de muziek als de mensen die er graag naar luisteren. Toch gaat hij naar het concert. "Ik ga voor de muziek, niet voor West als persoon." Provocerend gedrag In zijn teksten gaat Ye aan de haal met zijn stoornis en zet hij die ook in voor zijn merknaam. Hij noemde het een superkracht en op zijn album Ye (2018) stond prominent de tekst "I hate being Bi-Polar - it's awesome". Willem is enigszins gerustgesteld door de concerten in de VS en Turkije, die hij online heeft gezien. Daarin is Ye te zien die optreedt op een wereldbol en zich niet antisemitisch uitlaat. Als de artiest zich in Arnhem toch op zulke wijze uitlaat? "Dan zijn wij de eersten die weglopen", zegt Willem. Ye kent een geschiedenis van onbegrijpelijk en provocerend gedrag. Zoals in 2009, toen hij uit protest het podium bestormde tijdens een dankwoord van Taylor Swift. Hij vond dat Beyoncé de prijs had moeten winnen. En in 2020 stelde hij zich verkiesbaar voor het Witte Huis, zonder echt moeite te doen op de stemformulieren te komen. In interviews en op sociale media houdt Ye vaak onsamenhangende en ongefilterde betogen. Muziekgenie Voor de 23-jarige Jens was het lange tijd onzeker of Ye nou echt naar Nederland zou komen, gezien alle afzeggingen. Ook hij krabde zich elke keer weer achter de oren wanneer Ye weer "iets debiels" zei. Maar toen hij online beelden van zijn show zag, leek het hem toch tof om erbij te zijn. Uiteindelijk hebben zijn vrienden als verjaardagscadeau tickets voor hem gehaald, en wel voor de Golden Circle, de plekken waar je het dichtst bij Ye staat. "Het is zo'n grote artiest en producent, en voor de hiphop een van de grootste muziekgenieën. Maar aan de andere kant is hij niet mediagetraind en een mafkees", zegt hij. Hij verwijst naar Ye-concerten in de VS waarbij de rapper soms niet kwam opdagen. "We moeten zijn uitspraken niet goedkeuren, maar er is wel genoeg over gezegd", concludeert Jens. Hij ziet dat Ye pogingen doet om dit hoofdstuk af te sluiten. "Ook andere artiesten proberen dit, dus waarom met twee maten meten?"

ISLAMABAD: The Islamabad High Court (IHC) has set aside the government’s decision to deny foreign postings to several selected Trade and Investment Officers, ruling that executive authorities cannot deprive individuals of accrued rights on the basis of undisclosed intelligence reports that are neither shared with the affected persons nor produced before the court. In a detailed 26-page judgement, Justice Raja Inaam Ameen Minhas declared unlawful the Ministry of Commerce’s decision to withhold the appointments of successful candidates solely on the basis of adverse assessments attributed to the Intelligence Bureau (IB). The petitioners were represented by advocates Kashif Ali Malik, Barrister M. Saad Buttar, and Syed Hasnain Ibrahim Kazmi, who argued that the government could not reverse a completed merit-based selection process through secret vetting reports that were never disclosed to the candidates. They maintained that the petitioners had acquired vested rights after obtaining approval from the competent authority and completing all mandatory requirements for foreign postings. Selected candidates had completed tests, interviews, training, pre-departure formalities The dispute arose from the recruitment process for Trade and Investment Officers for Pakistan’s trade missions abroad, initiated in December 2024. According to the record, the candidates successfully cleared written examinations, psychometric assessments, and interviews. They received approval from the prime minister, completed mandatory training, and fulfilled all pre-departure formalities. Despite completing every stage of the process, several officers were denied final appointment letters after being declared “not suitable for posting abroad” by a special vetting agency. The court observed that the commerce ministry itself was unaware of the reasons behind the adverse recommendations and had acted merely on a bare conclusion communicated by the IB. Op socialemediaplatformen als TikTok en Snapchat is een levendige handel in namaak-merkkleding. Dat blijkt uit onderzoek van NOS Stories. De Fiscale inlichtingen- en opsporingsdienst (FIOD) ziet dat hierbij steeds vaker gebruik wordt gemaakt van influencers. Via promotievideo's of 'samenwerkingen' worden de verkopers van namaak-merkkleding en hun producten door kleine en grote influencers aangeprezen, terwijl dat - net als de verkoop zelf - strafbaar is. "Als de influencer weet dat hij of zij de aankoop van namaakgoederen aanprijst en hiervoor een vergoeding krijgt, kan er sprake zijn van deelname aan een criminele organisatie en strafrechtelijke vervolging voor witwassen", stelt de FIOD. Duizenden volgers Het zijn veelal minderjarige jongeren die worden benaderd om dit soort verkoop te promoten. In ruil voor producten of tegen betaling moeten zij video's plaatsen op platforms als TikTok, waarin ze de producten bespreken en de verkoper benoemen. Ook Helena (18) en Jesse (17) werden gestrikt door namaak-verkopers: NOS Stories sprak met verschillende influencers die dit hebben gedaan. "Ik mocht niet zeggen dat ik het gratis had gekregen en moest doen alsof ik het zelf had gekocht", vertelt de 18-jarige Helena met 60.000 volgers. De video's worden door de influencers zelf geplaatst en komen vaak ook op de sociale media van de verkopers te staan. Daar zijn naast influencers bijvoorbeeld straatinterviews, sketches en gemaskerde verkopers te zien, maar soms ook bekende personen zoals acteur Oussama Ahammoud (bekend van Mocro Maffia en Vakkenvullers). Zijn management heeft niet gereageerd op onze vragen. De ene verkoper had op TikTok bijna 30.000 volgers, de andere zo'n 50.000 op Snapchat. Promotievideo's op deze pagina's halen geregeld honderdduizenden views, al zijn veel accounts verdwenen na vragen van NOS Stories. Ook verschillende webshops, waarnaar de video's verwezen, zijn offline gehaald. Reactie TikTok TikTok, een platform waar veel van dit soort content te vinden is, stelt in een reactie dat ze zelf actief op zoek zijn om dit soort content offline te halen. Het bedrijf zegt dat bij het overgrote deel actie wordt ondernomen voordat iemand de video heeft gerapporteerd. Recente cijfers over aantallen hebben ze niet, maar tussen januari 2025 en juni 2025 ging het volgens het platform wereldwijd om 143 miljoen video's die offline zijn gehaald waarin namaakproducten werden aangeprezen of verkocht. Veel video's die NOS Stories tegenkwam stonden al maanden of zelfs jaren op het platform en verdwenen pas na het stellen van vragen aan TikTok. Met de verkoop van namaak-merkkleding is veel geld te verdienen, zeggen verkopers. Beheerders van webshops wilden niet op vragen reageren, maar een 15-jarige jongen die de kleding via Snapchat verkoopt wilde wel met NOS Stories in gesprek. "Ik begon klein, maar ik verdien inmiddels zo'n 4000 tot 5000 euro per maand met de verkoop van schoenen, petten en jasjes", stelt Noah (niet zijn echte naam): Dat tieners namaakmerkkleding kopen, bleek ook uit een vragenlijst van NOS Stories die door ruim duizend jongeren is ingevuld. Ruim de helft zegt dat het ze niet uitmaakt of merkkleding namaak is en dat het dragen ervan moet kunnen. Van de jongeren die het zelf kopen, is 70 procent er open over tegen vrienden. De jongeren die advertenties voor namaak-merkkleding tegenkwamen, deden dat vooral op TikTok, Instagram en Snapchat - meestal wekelijks of zelfs dagelijks. Een derde van hen zag in die reclames ook influencers of bekende Nederlanders. De verkoop en promotie van namaakkleding is dus strafbaar, maar merken gaan zelf ook achter de daders aan. "Ik krijg elke dag nieuwe dossiers op mijn bureau", vertelt advocaat Iris van der Wal, die gespecialiseerd is in namaakbestrijding. "Influencers lopen daarmee het risico op tienduizenden euro's schadevergoeding en proceskosten."

ISLAMABAD: The Federal Constitutional Court (FCC) on Thursday emphasised that appointments to important public offices must demonstrably conform to constitutional standards of fairness, transparency, institutional integrity and merit-based governance. “Public authority cannot be exercised on undisclosed considerations, nor can structured procedures be reduced to empty formalities,” observed Justice Rozi Khan Barrech in a judgement he authored. Justice Barrech was a member of a three-judge FCC bench, headed by Justice Syed Hasan Azhar Rizvi, while hearing an appeal filed by Sifatullah Khan against a March 5, 2026, Peshawar High Court (PHC) order setting aside his appointment as chairman of the Board of Intermediate and Secondary Education (BISE), Bannu, in Khyber Pakhtunkhwa. The FCC observed that the legitimacy of public administration depended not merely on the existence of power, but on the disciplined and transparent exercise of that power in accordance with the law. Court upholds PHC ruling setting aside appointment of BISE Bannu chairman It upheld the PHC order, stating that it did not suffer from any legal or constitutional infirmity warranting interference by the FCC. The petitioner had challenged the PHC verdict that not only set aside his May 13, 2025, appointment notification but also directed the controlling authority to entrust the duties of chairman to another suitable person within three months. When the post of BISE Bannu chairman fell vacant, applications were invited from eligible candidates. Through a notification dated Feb 2, 2021, the controlling authority constituted a search and scrutiny committee to interview shortlisted candidates for the post. Under its terms of reference (ToRs), the committee was mandated to evaluate and interview shortlisted candidates and recommend a panel of three officers for each post for approval by the KP chief minister. The committee conducted interviews on Sept 26, 2024. Later, the committee recommended three names, but dropped that of the petitioner. The recommendations were forwarded through various secretaries and later placed before the KP chief minister for approval. The controversy arose when a revised summary was prepared, placing the petitioner’s name at serial number four. He was subsequently appointed on deputation for three years through a notification dated Sept 13, 2025, ignoring the committee’s recommendations entirely. ‘Doctrine of pleasure’ In his judgement, Justice Barrech observed that the “doctrine of pleasure, or the existence of administrative discretion, cannot be invoked to legitimise a process which, on its face, departs from the very mechanism devised by the executive itself”. The FCC observed that administrative decisions affecting public appointments must disclose the basis for any departure from the prescribed procedure. It added that silence on the record in this regard was fatal to the validity of such action. “The doctrine of pleasure, in its constitutional and administrative sense, does not confer an unfettered licence upon the executive to act in disregard of self-imposed procedural discipline,” the judgement held. It added that while the executive might, subject to law, appoint and remove public functionaries, the exercise of such power remained subject to the rule of law and the constitutional obligation to act fairly and rationally.
