Incumbent Seoul Superintendent Jung Geun-sik was projected to secure a second term Wednesday, leading the city’s education chief race as vote counting continued. “I don’t think this is my victory. Rather, it was possible because Seoul citizens understood and trusted the major policies of the Seoul Metropolitan Office of Education over the past year and a half,” Jung said after learning of the exit poll results Wednesday. “I believe I will have to build an integrated Seoul education curriculum th
It is a ‘truth’ often recounted that France is a country in possession of ‘half the world’s roundabouts’ – but is it one of those ‘France facts’ that aren’t actually factual?
Israel’s hardline finance minister announced on Wednesday a major expansion by more than 2,000 homes of three Jewish settlements in the occupied West Bank that Palestinians hope will be part of a future independent state. Most nations consider Israeli settlements there to be illegal under international law and a major obstacle to a two-state solution for long-term peace. Bezalel Smotrich, who holds authority over parts of Israel’s civilian administration in the West Bank, said a planning committee approved the construction of 2,162 new Jewish homes. They include 1,006 units in a new settlement near Jerusalem, 922 near the Palestinian city of Nablus and 234 near Hebron. “We are continuing to build the Land of Israel in practice,” said Smotrich, an ultra-nationalist sanctioned by Britain, France and others who accuse him of inciting violence against Palestinians. Smotrich has denounced the sanctions against him, saying the measures would not change Israeli policy. The new homes would “strengthen our hold on the land, reinforce Israel’s security, and establish clear facts on the ground that prevent the creation of an Arab terror state in the heart of the country,” Smotrich said in a statement, without specifying when construction would begin. Since becoming a minister three years ago, Smotrich has sought to tighten Israel’s control and presence in the West Bank while advocating against the idea of a Palestinian state. Prime Minister Benjamin Netanyahu’s right-wing government has overseen the significant expansion of Jewish settlements in the West Bank and the establishment of new settlements. Independence aspirations Palestinians want the West Bank as part of a future independent state that includes East Jerusalem and Gaza. Around half a million Israelis live in the West Bank among about three million Palestinians. US President Donald Trump’s administration has been far less critical of the fast-expanding Israeli settlements. However, Trump did say last September that he would not allow Israel to annex the West Bank, angering some right-wing Israeli lawmakers. The United Arab Emirates, one of the few Arab states to have official ties with Israel, has also publicly warned the Israeli government against annexation. Condemning Wednesday’s announcement, Palestinian President Mahmoud Abbas’ office warned that Israel’s “provocative” policies were pushing the region towards more rounds of violence and called on the US to stop the Israeli “madness”. Smotrich on May 19 said he would wage “war” on the Palestinian Authority, which exercises limited civic rule in the West Bank, after he said he was told the International Criminal Court (ICC) prosecutor had sought a confidential arrest warrant against him. The ICC has not confirmed that.

A Sydney screening of La La Land with live orchestra was rescued by a brave (and skilled) amateur pianist. What happens when classical performers, or their instruments, suddenly collapse? Plus, Tavener’s mystic pantomime finally gets to the stage Music’s equivalent of catching a home run at a baseball game happened on Saturday in Sydney, when a 21-year-old university student jumped in to save a performance of the movie La La Land with live orchestra. The band’s keyboardist had fallen ill and couldn’t perform in the second half. Unable to find a replacement at such short notice, the conductor Justin Hurwitz (winner of two Oscars for the film’s music) asked the audience if there was a pianist in the house. Sterling Nasa answered the call, and performed in the second half, improvising a solo, and not getting a tempo change or key signature wrong. It’s a great story – and incredible that an audience member had the requisite sight-reading and technical skills to carry it off. Could it happen in a classical concert? There have certainly been moments here too when an audience member has saved the day. The best of those stories comes from the summer of 1974, when the London Symphony Orchestra and Chorus brought Carl Orff’s Carmina Burana to the Proms, conducted by André Previn, with the baritone Thomas Allen among the soloists. You can actually hear the shocking moment from the live radio broadcast when Allen collapses into the cello section in an episode of the BBC World Service’s Witness History. He had fainted and was carried off the stage. After a brief pause, Previn chose to keep going rather than stop the performance. Continue reading...

By the end of 2016, more than half of Canada’s provinces and territories had Liberal governments. A one-and-a-half-month-old baby boy, who does not possess a birth certificate and was reportedly delivered via homebirth, has been temporarily moved to a sheltering facility following a court order. The Social Welfare Department on Wednesday said the baby is under professional care, adding that it has applied for a child protection order from the court following the arrest of a couple said to be his parents. Police, meanwhile said they have obtained the DNA sample of the boy, as well as samples from the couple, for verification. Officers said the test results are not out yet. The couple was arrested on Tuesday on suspicion of child neglect after failing to provide proof that they had taken the infant for medical checks. They previously refused DNA testing to prove their relationship with the baby and failed to register a birth within 42 days set out in the law. Following the couple’s arrest, the baby underwent checks at the hospital and medical workers found no apparent injuries on him. Senior social work officer Stephanie Lee said the department will submit a report to the court to decide the next steps after meeting with the couple. “We will collect the information and then make the assessment and then also involve all other concerned parties. The time [taken for the report submission] will be subject to the progress of this assessment or the information gathered,” she said. When asked if the department will hand the baby back to the couple if it is found they are his biological parents, she stressed that the department will prioritise the baby's well-being. She added that if the couple is proven unfit to care for the child, the department may seek a guardianship order. The couple said they have another child that was placed in foster care in Sweden a number of years ago. The Immigration Department said it has reached out to the Swedish authorities to seek more information, including her identity there and foster care arrangements. The department added that it will take follow-up actions based on their response. Edited by Aaron Tam
