De Oekraïense president Zelensky heeft de Verenigde Staten opnieuw opgeroepen om te helpen bij de levering van raketten. Die zijn volgens de president nodig voor het Patriot-luchtverdedigingssysteem. Zelensky doet de oproep na de grootschalige Russische aanvallen op Oekraïne van vannacht. Hierbij werden volgens de autoriteiten zeker achttien mensen gedood. Meer dan honderd mensen raakten gewond. "Als Oekraïne niet beschermd is tegen ballistische en andere raketaanvallen, zullen deze aanvallen doorgaan", zegt Zelensky. "We rekenen op de steun van onze partners en op nuttige antwoorden na de aanval van vandaag." Ballistische raketten De aanvallen waren vooral gericht op Kyiv, Dnipro en de oostelijke steden Poltava, Charkiv en Zaporizja. Rusland vuurde 73 raketten en 656 drones op Oekraïne af, zegt de Oekraïense luchtmacht. Daarvan zouden 40 raketten en 602 drones onschadelijk zijn gemaakt. Vooral ballistische raketten kwamen door de luchtverdediging heen. Door het land heen waren er inslagen van 30 ballistische raketten, 3 kruisraketten en 33 drones. Ook kwamen op sommige plekken resten van vernietigde drones neer. De Russische president Poetin weet dat Oekraïne te weinig afweerraketten heeft om de ballistische raketten uit de lucht te halen, zegt defensie-expert Patrick Bolder. "Dus wat doet hij: eerst een reeks drones afvuren, om het luchtafweersysteem uit te putten. Daarna een serie kruisraketten, waar de jachtvliegtuigen op afgaan. En dan ballistische raketten." De voor Oekraïne broodnodige Patriot-raketten worden alleen gemaakt in de VS, zegt Bolder. En de productiecapaciteit daar ligt volgens hem laag. De Amerikanen gaan deze raketten volgens Bolder wel weer meer produceren, "maar dan gaan ze eerst naar de eigen voorraad, want ze hebben er zelf ook veel weggeschoten in Iran". • Seeks detailed report from building authority on ‘violations’, reasons for ‘no action’ • Hall owners demand crackdown on mushrooming of ‘unsafe ballrooms’ KARACHI: Growing “complaints” about allegedly illegal issuance of no-objection certificates (NOCs) by the Sindh Building Control Authority (SBCA) for marriage halls and marquees and the construction of commercial structures on amenity plots have prompted the National Accountability Bureau (NAB) to initiate an inquiry and seek a detailed report from the authority on “violations committed, financial loss to the national exchequer” and “reasons for its inaction”. The move from the NAB came in “pursuant to a complaint” received by the bureau, which points out two major areas of violations allegedly by the SBCA. A NAB letter to the SBCA chief refers to a brief summary of allegations about “illegal issuance of NOCs for construction of marriage halls/marquees” and “illegal construction of marriage halls on amenity plots”. “You are once again required to submit a detailed report in respect of violations committed, loss caused to national exchequer and reasons for inaction on the part of SBCA regarding construction and operation of marriage halls in Karachi,” said the NAB letter to the SBCA chief, citing past requests to the authority which were never responded to. The anti-graft body’s move coincides with the recent alarms raised by residents, activists and legal experts over the unchecked commercialisation of residential plots in Karachi. It is feared that the move would worsen traffic congestion, cause pollution, lead to collapse of infrastructure and degrade the environment across the metropolis, which is already plagued by multiple civic issues. Speaking at a press conference titled ‘Citizens Speak for a Liveable Karachi’, organised by the Karachi Citizens Foundation (KCF) last week at the Karachi Press Club, the speakers pointed out that the city’s sewerage infrastructure is already collapsing under existing pressure. In such conditions, allowing commercialisation in residential areas will make things worse. Responding to a question about the authority’s response to the NAB query, a SBCA spokesperson said that the building authority had already initiated a survey and was collecting data to compile a final report for the anti-graft body. “Our team is collecting data from all districts of Karachi to identify the illegally raised marriage halls and marquees from all over the city. Once the report is finalised its details would also be shared with the relevant institutions,” he added. The stakeholders, on the other hand, raised questions over the ongoing SBCA survey. They say that everyone knows where and how illegal marriage halls have been constructed in the city yet the civic administration appears to be targeting those who are carrying out legitimate and lawful business activities. Rana Raees Ahmed, President of the All Karachi Marriage Hall, Lawn and Banquet Owners Association, described the mushrooming of illegal ballrooms as “death traps”. “There are around 200 such ballrooms which are built on ground or mezzanine floors of multi-storey flats,” he said. “With no safe structures, no fire exits and no safety measures in place, these venues are nothing short of death traps where even a minor incident can lead to massive financial losses and loss of lives. Under whose watchful eye are these being built? On the other hand, our legitimate members and those running lawful businesses are required to submit documents, complete formalities and make repeated rounds of government offices, all in the name of a NAB inquiry.” With around 800 members having “legitimate and lawful businesses” of marriage halls and banquets, he said his association appreciated the NAB inquiry, calling it need of the hour. A Russian drone hit a block of flats in Romania on Friday, causing a fire and injuring two people, Romanian officials say.
Secretary for Security Chris Tang on Saturday said a proposal to hold property management firms responsible for fire-prevention measures would not have a major impact on the fees that they charge. His comments came as the government proposes, in the wake of the Wang Fuk Court inferno in November, amendments to the Fire Services Ordinance that are currently undergoing a one-month public consultation. Among the changes it is looking at is introducing a responsible persons' regime for the maintenance and inspection of fire services installation and equipment. Under the proposal, property management companies would have the statutory responsibility of arranging for fire alarm system inspections to be carried out at least once every six months and fire drills every year. Speaking on an RTHK radio programme, Tang said such a changeover would not incur high costs. “The cost of carrying out a test of the fire alarm is very low when compared with management fees. The cost is also very low for carrying out a fire drill," he said. "Our new requirement this time does not involve a commitment of new resources, so we believe it should not have a major impact on management fees.” He stressed that if firms are penalised due to violations of these fire-safety codes, they should not pass the cost on to homeowners. The government is also proposing that fire service installation contractors have to renew their licences every five years instead of, as under the existing regime, their registration being permanent. Tang said the move is necessary because the licences of contractors can currently be revoked only if they commit serious violations, making the existing benchmark very high. He also said the police have received 142 reports of suspected thefts so far at the Tai Po estate. “In 48 of the cases – almost 40 percent – we recovered the items immediately," Tang said. "In about 20 percent of the cases, the flats involved were severely damaged, so we and the homeowners believe the items might have been burnt. "In 30 percent of the cases, the residents could not say exactly what [the items] were, so it was hard to follow up. "But in 16 of the cases, we think it could not be determined whether [the items] were stolen or not." He added that officers are actively investigating the cases. Edited by Tony Sabine
