De wereldorde verandert en ons land is daar niet klaar voor, vinden Nederlandse burgers. Dat schrijft onderzoeksinstituut Clingendael op basis van een peiling onder ruim 4000 Nederlanders. "Het afbrokkelen van de internationale rechtsorde" wordt gezien als een van de grootste dreigingen van deze tijd. De angst is veroorzaakt door recente acties van de wereldmachten, en dan met name van de VS, vertelt hoofdonderzoeker Christopher Houtkamp. "Grootmachten houden zich steeds minder aan het internationaal recht en kunnen zich ook tegen ons keren." Een voorbeeld zijn de dreigingen van president Trump om Groenland in te nemen, zegt Houtkamp. Daardoor lijkt het alsof grootmachten "alles pakken wat ze kunnen". En daar worden mensen bang van, aldus Houtkamp. Aan de VS te wijten Sinds 2022 peilt Clingendael elk jaar welke internationale ontwikkelingen Nederlanders het meest hoopgevend vinden en welke het meest bedreigend. Geopolitieke gebeurtenissen blijken vaak leidend. Zo vreesden Nederlanders begin 2023 dreigingen uit Rusland het meest - dat was de eerste peiling sinds de Russische invasie van Oekraïne in februari 2022. De categorie "afbrokkelen van de internationale rechtsorde" steeg in het onderzoek van plek 21 naar plek 3, achter respectievelijk cyber- en fysieke sabotage van vitale infrastructuur. Een dusdanige stijging had Houtkamp niet verwacht. Toen in de oorlogen in Oekraïne en Gaza ook het internationaal recht werd geschonden, bleef zo'n stijging achterwege. "Maar kennelijk werd Amerika toch gezien als een van de landen die voor ons deel van de wereld de rechtsorde bewaakten." Dat beaamt hoogleraar internationaal recht Larissa van den Herik, die niet bij het onderzoek betrokken was. "De VS trekt zich steeds meer terug, terwijl het land altijd de sponsor van de internationale rechtsorde was." Niet weerbaar genoeg Voor het eerst heeft Clingendael Nederlanders gevraagd naar de weerbaarheid van ons land. Dat die niet groot genoeg is, blijkt een van de grootste angsten van respondenten. Een kleine meerderheid denkt ook dat Nederland binnen vijf jaar nog niet weerbaar genoeg is om een internationale crisis het hoofd te bieden. Ook het vertrouwen in het herstel van de rechtsorde op de korte termijn is niet groot. 63 procent van de respondenten denkt dat de afbrokkeling van de rechtsorde zal doorzetten. Hoop putten uit EU Er zijn ook aspecten die de respondenten als hoopgevend zien. Hoop wordt bijvoorbeeld geput uit "ontwikkelingen die bijdragen aan de bescherming van de gemeenschap" en aan het beperken van internationale afhankelijkheid. Dat laatste gebeurt onder meer door de verdediging tegen cyber- en fysieke aanvallen te vergroten, het stimuleren van de moderne industrie in eigen land en het vergroten van de investeringen in de militaire capaciteit van Europese landen. Dat laatste is volgens hoogleraar Van den Herik nu het belangrijkst. "Wat we móéten doen, is de Europese Unie als machtsblok versterken", zegt ze. "We moeten intern veel steviger samenwerken en ook partners buiten de EU aanhalen. Denk aan Canada, het Verenigd Koninkrijk en Oekraïne, dat zijn militaire machten van betekenis. Zo worden we zelf een macht die sterk genoeg is om in dat gat te springen dat de VS nu laat ontstaan en zo kunnen we de internationale rechtsorde blijven ondersteunen." Over het onderzoek Voor dit onderzoek werd aan een groep van 4119 Nederlanders een lijst met mogelijk bedreigende internationale ontwikkelingen voorgelegd. Aan een andere groep, van 4219 Nederlanders, werd een lijst met mogelijk hoopgevende internationale ontwikkelingen voorgelegd. De respondenten werd gevraagd om de impact van die internationale ontwikkelingen in te schatten door een cijfer van 0 tot 10 te geven. Ook werd gevraagd hoe waarschijnlijk ze het vonden dat de ontwikkeling binnen vijf jaar werkelijkheid zou worden. Daaruit werd een score berekend, en werden de ontwikkelingen gerangschikt van minst tot meest bedreigend of hoopgevend.

Humans have been secretly abusing aliens for almost 80 years in this big-hearted thriller starring Josh O’Connor as a worried whistleblower and a never-more-magnetic Emily Blunt as a weather forecaster channelling UFO chat The old school is the new school in this very enjoyable and entirely ridiculous space-alien conspiracy adventure from screenwriter David Koepp and director Steven Spielberg; it is cheerfully mischievous and deadly serious in equal measure. It has something of Hitchcock from North By Northwest, Christopher Nolan from Inception and Spielberg from pretty much every other movie he’s ever made. Spielberg incidentally appears in the trailer for this film, disclosing that, hand-on-heart, he really believes in its contents, in the way I imagine CS Lewis believed in Aslan and the secret Narnian sovereignty of Peter and Susan. Only Spielberg could get away with taking two of the world’s best-known hoaxes – Roswell and crop circles – and treating them with judicious deadpan respect. With heartfelt idealism, Spielberg also asks us to believe that should the ultimate truth come out, people everywhere would be terribly upset at the way captured aliens have been vivisected.
