President Meloni’s video message to the presentation event for the annual report to Parliament on addiction

I wish to greet President Fedriga, President Manfredi and all the authorities present. I would particularly like to thank the two special guests, Gerry Scotti and Andrea Delogu: my heartfelt thanks for your contribution.

The annual report to Parliament on addiction describes a phenomenon that is evolving: consumption is changing, old addictions are becoming interwoven with new ones and vulnerabilities and problems are emerging that were unknown in the past – and not only among young people.

This is a very complex matter requiring a comprehensive approach and the courage to implement forward-looking solutions – solutions we have sought to provide over these years, starting with the priorities. Take the issue of resources, for example: under this Government, the national system to combat addiction can count on the most substantial level of funding ever, amounting to over EUR 160 million in 2025 alone. These resources are key to unblocking recruitment for addiction services, supporting the work of rehab communities, investing in prevention programmes and ensuring people are free to choose treatment throughout Italy. 

However, over these years, we have not limited ourselves to just allocating more resources, crucial though they are. We have developed a new working method, based on dialogue and a sharing of responsibility. We have done so with all those who are involved in this world on a day-to-day basis: families, schools, public services, communities, universities, police forces, members of the judiciary and media representatives. This teamwork has enabled us to overcome issues that had remained unresolved for years, building effective solutions.

Of course, we obviously still have work to do, starting with the new national plan on addiction, which we are currently drawing up and which will set out our objectives for the coming years.

We will continue to work tirelessly to build a society free of drugs and all forms of addiction. It is challenges like these that drive our commitment and define both what we are and what we intend to be, for our children and for those who will come after us.
