TRA to review Chinese ceramic tableware and kitchenware measure
The TRA has opened an interim review examining the significant increase of imports of ceramic tableware and kitchenware from China.
The Trade Remedies Authority (TRA) has initiated an interim review into an existing measure on imports of ceramic tableware and kitchenware from China. The TRA has noted that there may be continued dumping of the goods with both increasing volumes and falling prices of imports.
Despite current duties (ranging between 13 – 36%), the volume of imports from China has not decreased and imports have increased steadily (by 22%) between 2023 and 2025. The expectation would be for there to be a decrease in response to the measure over time. Additionally, price per unit for the Chinese imports has decreased significantly since 2022, with Chinese import unit value falling by up to 35% from 2022 to 2025. Pricing at this level impacts the competitiveness of UK industries.
The TRA’s review will assess whether the existing measure is sufficiently offsetting the dumping of goods that is causing injury to UK industry and whether it would be appropriate to change the anti-dumping duty.
The TRA’s Co-Chief Executives Jessica Blakely and Carmen Suarez said:
“The TRA is initiating an interim review in response to evidence of continued dumping from China. The TRA’s responsiveness to the change in market circumstances is just one example of how it is meeting the Government’s strategic steer for a more accessible, assertive and agile trade remedies system.”

Interim reviews
Interim reviews provide the opportunity to investigate whether an existing anti-dumping or countervailing measure should be changed or revoked due to a change of circumstances. An interim review can be requested by or on behalf of an interested party, or the TRA can self-initiate one in exceptional circumstances.

Notes to editors:
- The TRA is the UK body that investigates whether trade remedy measures are needed to counter unfair import practices and unforeseen surges of imports.
- Anti-dumping duties allow a country or union to act against goods which are being sold at less than their normal value – this is defined as the price for ‘like goods’ sold in the exporter’s home market.
- If requested by or on behalf of an interested party, an interim review can only be initiated after at least one year has passed since the measure was imposed or previously altered. Since it has been less than a year since the current measure was applied, the TRA has self-initiated this interim review as the only route available to investigate the evidence of continued dumping.
- The UK Government issued a strategic steer to the TRA in December 2025, in line with the Government’s Trade Strategy. The steer focuses on a simpler, faster trade remedies system that is more responsive to business needs.
