The incident, which occurred at the school dormitory in Gilgil, Nakuru County, prompted a major criminal investigation as authorities seek to establish the cause of the blaze.
The consortium is now demanding a national audit of dormitory architecture and emergency egress in all boarding institutions, covering occupancy levels, bed spacing, upper-storey dormitories, door placement and operation, emergency exits, window safety, stairways, lighting, electrical installations, fire detection systems, firefighting equipment, evacuation signage, assembly points and night-supervision arrangements
Investigators argue that the extended detention period is necessary to allow completion of ongoing inquiries.
Speaker Wetang’ula stated that the Utumishi Academy fire tragedy, which claimed 16 young lives, should prompt intensified school inspections and firm action against institutions that disregard safety requirements.
"We are also here in Bungoma during a time of national mourning following the tragedy at Utumishi School,” he continued. “Reports indicate that 200 children were crowded into a dormitory meant for 100, the door was locked, and the person with the key disappeared. Where was the Ministry of Education to ensure safety standards were upheld?”
"The school did not adhere to the safety requirements as stipulated in the school safety manual and the basic education regulations. In particular, there was congestion in the dormitory and one exit door was locked contrary to the prescribed safety requirements," he said.
Forensic examinations, and witness interviews, identified the eight girls as persons of interest connected to the deadly dormitory fire.
Investigators said the remaining victims will be identified through a DNA matching process expected to involve family members.
