On the fiscal figure, the two Houses have progressively narrowed their positions from an initial Sh420 billion proposal by the National Assembly and Sh450 billion by the Senate.
While the National Assembly initially proposed Sh420 billion and the Senate Sh450 billion, the two sides have gradually moved closer. The National Assembly has increased its offer to Sh425 billion, while the Senate has reduced its demand to Sh440 billion.
At the centre of the stalemate is the equitable share allocation to counties. While the National Assembly approved Kshs 420 billion, the Senate amended the Bill to increase the allocation to Kshs 454.7 billion, citing growing financial obligations facing county governments.

The Office of the Auditor-General warned that persistent underfunding continues to hamper its constitutional mandate, particularly in expanding audit coverage across counties, schools and emerging public entities.
Additionally, the President said, the government is investing KSh2.4 billion in common user facilities for the CAIPs programme, with KSh150 million allocated to each facility to support specific value-addition priorities of every county.
