EU begins formal process to open accession negotiation cluster for Ukraine
The Council of the European Union has officially launched the process of formally opening Cluster 1, "Fundamentals," in accession negotiations with Ukraine and Moldova.

The Council of the European Union has officially launched the process of formally opening Cluster 1, "Fundamentals," in accession negotiations with Ukraine and Moldova.
The Council of the EU working group on enlargement held an extraordinary meeting in Brussels on 4 June to prepare draft EU common positions on Cluster 1, Fundamentals, for Ukraine and Moldova so they would be ready for approval by EU ambassadors on 5 June or next week.
Two separate intergovernmental conferences will be held in Luxembourg on 15 June to open the first EU accession negotiating cluster, Fundamentals, for Ukraine and Moldova.
The issue of starting preparations for the official opening of the first EU negotiating cluster (Fundamentals) for Ukraine and Moldova has been urgently added to the agenda of a meeting of the Committee of Permanent Representatives (Coreper) on the evening of 3 June.
President Volodymyr Zelensky said Ukrainian military intelligence has obtained new Russian internal planning documents showing that one of Moscow's key political objectives is to weaken Ukraine's security, economic, and strategic ties with Moldova, the South Caucasus, and countries in the Middle East and Gulf region.
The EU may officially open the first cluster in accession talks with Ukraine and Moldova on 15 June after Hungary signalled it would drop its long-standing opposition to Ukraine's membership bid.
