They called for Poland to almost triple its spending on science and higher education to 3% of GDP by 2030.
Lublin's deputy mayor has hit back, accusing right-wing politicians of spreading "lies, manipulation and fear".
Aleksander Miszalski is a member of Prime Minister Tusk's centrist KO party, and his dismissal was celebrated by the right-wing opposition.
He also appeared to suggest that same-sex parenting should be criminalised and "severely punished".
The decision marks a historic change in a country that still does not allow same-sex unions to be concluded under domestic law.
It said that the "absurd" referendum was intended to "destabilise the country and polarise society".
