며칠 뒤면, 북중미월드컵을 직관하러 간다. 숙박과 교통편, 그리고 가장 중요한 월드컵 티켓까지 준비를 거의 마치고, 이제 떠날 순간을 기다리고 있다. 하지만, 이번 45일간의 여정이 무척 설레면서도, 한편으론 가슴 한편에 마냥 즐거울 수만은 없는 묵직함이 있다. 그 얘기를 해보려 한다. FIFA의 기만적 평화 포옹 시도 속 가려진 팔레스타인 주권 침해 올해 4월 30일, 캐나다 밴쿠버에서 열린 국제축구연맹(FIFA) 총회에서 잔니 인판티노 FIFA 회장이 이스라엘과 팔레스타인 양측 축구협회 간 화해를 제안했다. 일종의 '평화의 상징' 연출을 하자는 거였지만, 팔레스타인 축구협회 회장 지브릴 라주브 회장은 이 제안을 거부했고, 인판티노 회장은 양측을 따로 포옹한 후 상황을 마무리했다. 이와 관련된 현실을 요약하면 이렇다. 이스라엘의 식민주의를 통한 집단학살 속에 상당수의 팔레스타인 경기장 파괴는 물론 선수들 이동이 제한됐다. 반면, 이스라엘축구협회 산하 일부 구단들은 서안지구에서 리그 활동을 계속하고 있다. 이에 대해 팔레스타인축구협회는 FIFA 규정 위반이라고 주장했고, 이스라엘 측은 아랍계 이스라엘 선수들과 혼합 팀 운영 사례를 통한 이스라엘과 팔레스타인 간 공존 가능성을 언급하며, '축구와 정치의 분리'라는 태도를 견지했다(관련기사: "악수는 없었다"… 팔레스타인의 현실과 FIFA의 한계가 드러난 밴쿠버 총회). 이와 관련해 10년 전 국제인권단체인 휴먼라이츠워치(Human Rights Watch)는 보고서를 게재했다. 보고서에 따르면, 이스라엘은 요르단강 서안지구 C지역 토지 중 99.3%를 정착촌 용도로 활용했지만, 팔레스타인엔 고작 0.7%밖에 배분하지 않았다. 이 땅에 지어진 경기장 출입은 이스라엘 관중들과 선수들에게만 허용되고, 팔레스타인 관중들, 선수들에겐 사실상 허용되지 않는다고 되어 있다(관련기사: 이스라엘/팔레스타인: 불법 점령지서 경기 치르는 이스라엘 축구팀 후원하는 FIFA). 이스라엘은 정착촌 내 경기장 건설과 관련해 팔레스타인축구협회 측의 허가를 구했을까? 만약 허가를 구했다면, C지역과 관련해 이스라엘 측에 일방적인 토지 배분이 일어날 수 없고, 팔레스타인 선수들과 관중들의 경기장 출입을 원천 차단하는 굴욕적 조건을 팔레스타인축구협회가 승낙했을 리 만무하다. 그러나 보고서가 증명한 수치적 현실은 압도적이다. 이런 불평등한 현실은 팔레스타인축구협회의 허가 없이 이들의 축구 주권을 이스라엘축구협회 측이 무시했다는 강력한 증거가 된다. 이런 주권 침해는 경기장 건설 문제를 넘어선다. 이전 글에도 밝혔듯이 피점령민인 팔레스타인 주민들의 허가 없이 이스라엘이 지은 정착촌이기에 제네바 협약 위반인 불법 정착촌이다(관련기사: FC 바르셀로나 라민 야말은 잘못이 없다). 그런 땅에서 이스라엘 정착촌 축구 클럽들이 '스포츠 서비스', '어린이를 위한 교육' 등의 선한 의도로 포장한 가면이 불법점령이라는 본질을 가린다고 휴먼라이츠워치 보고서는 또한 지적한다. 따라서 이스라엘축구협회의 행위는 단순한 축구행정 착오가 아닌 타국 축구협회의 주권을 유린한 거다. 그러니, 회원국 협회가 다른 협회의 영토 내에서 승인 없이 공식 리그를 운영할 수 없다는 내용의 FIFA 정관 제72조 2항(Member associations and their clubs may not play on the territory of another member association without that association's approval)을 이스라엘이 위반했다는 팔레스타인축구협회 측의 주장은 법적·도덕적 설득력이 강하다. 여기에 더해 팔레스타인축구협회의 라주브 회장은 회의에서 이스라엘의 국제축구연맹 제명 및 퇴출을 재차 요구했다. 전체 내용보기
