안보를 명목으로 강화된 연구 규제가 핵심 과학 발전을 옥죄면서 정작 안보 목적은 달성하기 어렵다는 사실이 대규모 데이터 분석으로 확인됐다. 권석범 KAIST 기술경영학부 교수는 이중용도연구에 대한 강화된 보안 규제가 핵심 과학 발전을 위축시킬 수 있다는 점을 대규모 데이터 분석을 통해 규명하고 연구 결과를 4일(현지 시간) 국제학술지 ‘사이언스’에 공개했다. 이중용도연구란 백신·치료제 개발처럼 인류에 기여하는 동시에 생물무기·생물테러 등 안보 위험에도 활용될 가능성이 있는 연구를 뜻한다. 바이러스 변이 연구나 병원체 전파 연구 등이 대표적이다. 미국은 국가안보결정지침 189호에 근거해 연방정부가 관여하는 연구에 사전 보안 감독을 실시해 왔으며 2025년 대통령 행정명령으로 추가 규제를 도입했다. 권 교수는 미국 특허청 보안 심사 기록과 특허-논문 인용 데이터를 결합한 새로운 방법론으로 약 60만 건의 논문을 분석했다. 분석 결과 이중용도연구는 일반 연구보다 과학적 영향력이
