The Palestinians were identified as uninvolved civilians and were evacuated for medical treatment.
Emergency responders said that the building suffered minor damage. No one was injured in the attempted attack.
No people were injured in the fire, and firefighters worked to control the blaze and extinguish hotspots in and around the building.
The explosion could be heard from several kilometers away and shattered windows across large portions of Malta.
"Authorities have yet to identify the victims because their bodies were severely damaged," a health official told the same briefing.
So far, about 30 veterans have completed admission, and the university expressed hope that by the end of the registration process, all of the remaining candidates will also be enrolled.
The crash occured near Moshav Tel Adashim, between Nazareth and Afula.
Chinese President Xi Jinping called for authorities to "spare no effort" in treating the injured and conducting search-and-rescue operations.
