Public urged to get jabs as flu cases spike

An expert on infectious diseases called on the public on Saturday to get vaccinated against influenza before the current batch of available jabs expires at the end of this month, as cases are on the rise. A recent serious case involved a 17-year-old who was left in a critical condition yesterday after developing complications, including severe pneumonia and shock from catching influenza B. He was not inoculated against the flu. Speaking on a Commercial Radio programme, Professor Ivan Hung, head of the infectious diseases division at the University of Hong Kong and an honorary consultant at Queen Mary Hospital , said the hospital has also logged more flu cases among children and the elderly. “Right now we're seeing a rise in the number of cases in both flu A, which is [subtype] H3, and also flu B, with quite a number of older adults being admitted to hospitals with severe flu cases, and also for children as well. Recently, we have had a 17-year-old with a severe flu B infection,” he said after the show. “But whether it's peaking – it's not yet the so-called summer peak – I think we really have to wait for a few more weeks to see how the trend plays out. "I do recommend anyone who has not been vaccinated to get vaccinated before the end of June because the vaccine is going to expire by the end of June.” Hung urged the elderly, particularly those with chronic diseases, to wear masks in crowded places and use hand sanitisers. People do not have to be too worried over Covid-19, he said, adding that it has become endemic in the city. “I think the coronavirus itself is relatively benign. If you look at the variant, the latest is NB.1.8.1, it’s actually quite close to the LP.8.1, which is the vaccine candidate," Hung said. "Basically, I think it’s not a major concern in terms of coronavirus. “Overall, we have very, very few severe cases being hospitalised. For the last year or so, we didn’t really have a surge in Covid cases. In general, it’s very mild, even for the older adults.” However, those who are immunodeficient and suffer from chronic illnesses should get vaccinated regularly, Hung said, urging those who have not been inoculated against flu to take the jab without delay, as vaccines won’t be available for a short period until the next batch arrives in the fourth quarter. Committee validates pay trend survey result

The Pay Trend Survey Committee on Wednesday unanimously validated the findings of a pay trend survey report that suggested a pay rise of up to 4.12 percent for civil servants. It points to a salary increment of 4.12 percent for seniors, 2.64 percent for middle-ranking staff and 1.17 percent for juniors. The committee will submit the report to the government next, after which the Executive Council will make the final decision once it considers five other factors on top of the findings to decide the final pay rises for the more than 170,000 civil servants in the city. Economy shows resilience as AI electronic exports boom

Financial Secretary Paul Chan said on Monday Hong Kong’s economy remained resilient when it moved into the second quarter. This, he said, followed robust growth of 5.9 percent in gross domestic product in the first quarter. Speaking at a meeting of the Legislative Council’s financial affairs panel, Chan said the SAR saw year-on-year growth in merchandise exports of nearly 43 percent in April, driven by export of AI-related electronics products. The city also welcomed more tourists in April and during the Labour Day Golden Week holiday, in addition to seeing improvements in the labour market. However, Chan warned of uncertainties brought about by the Middle East stalemate. "Although the conflict has limited impact on Hong Kong’s economy, it has pushed up international oil prices and inflation pressure," he said. "The ceasefire agreement between the US and Iran is not on solid ground. If tensions escalate again, it is expected to exacerbate volatility in global financial markets, weaken external demand and pose downside risks to global and local economic outlook. "But strong global demand for advanced electronics and AI-related products is expected to help boost exports." Chan also said Hong Kong exports of services would remain robust with tourism booming, cross-border financial activities thriving and demand for business services remaining stable. He also urged the retail and catering sectors to transform themselves to match new consumption trends. "Consumption patterns have changed and people’s expectations are different from before," Chan said. "As a result, some of the big traditional restaurants may find it difficult to survive in the current environment if they continue with their past practices," he said. "At the same time, however, there are distinctive shops and cafes opening up in many districts, and some of them are doing well. Therefore, we encourage the industry to transform." Civil service reviews 'to start with some grades'

An enhanced appraisal system for civil servants will only cover some grades in the first stage, Secretary for the Civil Service Ingrid Yeung said on Saturday. The revised system will be implemented starting October 1, under which about five to 10 percent of those deemed to have underperformed would not be granted a salary increment. Yeung told a television programme that a review would be conducted after two years to see if any adjustments needed to be made to the system as well as decide on the number of civil service grades to be included in the second stage of the system's implementation. The government, she added, is ultimately aiming to have all civil servants appraised under the system. "Our first phase does not cover all grades, but all departments have to participate," Yeung said. "Every department, based on their size, has to nominate one or two grades to participate. "These two grades must be from the core of the department, meaning that they carry out its core duties." Yeung was asked whether the move would affect cooperation within the civil service and morale as staff attempt to be the top performers. “In terms of morale, I think if an appraisal is too lenient, then it will affect the morale of those workers who really performed well," she said. "They may strive to perform well but if they get ratings that are equal to those colleagues who have a significant gap with them, this quite affects morale." Implementation of the enhanced appraisal system comes amid the recent release of pay trend survey findings – which the government references in deciding the pay rises for more than 170,000 civil servants in the city – that point the way to possible salary increments of 4.12 percent for seniors, 2.64 percent for middle-ranking staff and 1.17 percent for juniors. While the Executive Council has yet to make the final decision, as the result is only one of the factors that it has to consider, Yeung stressed that the government has to provide attractive salary levels in order to be able to compete with the private sector for talents and retain their services. 'Pay levels in recent years should also be considered'

Some lawmakers said the government should take into consideration the impact of salary freezes for civil servants in recent years when deciding their pay this year. The latest pay trend survey – released on Thursday – pointed to a pay rise of 4.12 percent for senior staff, 2.64 percent for middle-rank and 1.17 percent for juniors. It's one of six major factors that will be taken into account when the Executive Council makes the final pay decision, which also include the state of the economy, cost-of-living changes, staff pay claims, civil service morale and the government's fiscal position. Unionist legislator Chau Siu-chung said the latest pay trend findings were in line with expectations. He pointed out that in the past six years, civil servants have experienced three pay freezes and two pay rises that were lower than the survey findings, and that their salary adjustments lagged behind the private sector. “After the pay freeze last year, [the city] has actually experienced two years of inflation. Salary can be frozen, but inflation won’t be frozen. Two years of inflation have added up to as much as 3.8 percent,” he said. “So I think that, on top of taking reference to the pay trend survey result, I hope the government can, after considering other factors, offer an increment for civil servants that is slightly higher than the findings.” Chau, of the Federation of Hong Kong & Kowloon Labour Unions, said such a move would help maintain morale among civil servants and prevent their salary gap with the private sector from widening. DAB legislator Nixie Lam also said civil service salaries had not caught up with inflation or private sector pay increment. She added that when it comes to a pay decision, the government needs to adopt a prudent approach in ensuring the city is financially sound in the long run while making sure the quality of public services is sustainable. Tsoi Koon-lung, president of the Hong Kong Chinese Civil Servants’ Association, said it's too early to comment on the possible increment because the Executive Council will make a final decision later. “The figure appears to be pretty good, but what matters most is whether this number will be endorsed. Regardless of whether the figure is high or low, we must ensure it is derived through rigorous scientific methodology and is reliable,” Tsoi said. “Whether the result is favourable or not, if we confirm it was obtained through strict scientific procedures, we must accept it as one of the key factors for consideration.” Edited by Edmond Fong
