Secretary for Labour and Welfare Chris Sun said on Saturday that fewer people are opting to take long-route buses for short trips following revisions to the HK$2 transport subsidy scheme. Since April 3, those aged 60 and above and the disabled have been paying 20 percent of fares for trips costing more than HK$10 and a flat HK$2 fare for those costing less than that. Sun said the amount paid out in subsidies in April was HK$69 million less than that for March โ the final month before the measures took effect. He also pointed out that April had fewer days than March and more public holidays. "If we look at the average subsidy for each trip, particularly rides costing more than 10 dollars, we can see that for each trip in March, it was HK$4.90. In April, the average was HK$4.50, meaning the amount that the government subsidised had become less," he said. "This also means that the number of people taking longer-route bus trips under the HK$2 transport subsidy scheme has fallen slightly." On another issue, Sun said social workers had, in the morning, met a couple who had been arrested on suspicion of child neglect involving their baby, Danny, to better understand their situation and keep them up to date on the latest developments concerning the one-and-a-half-month-old boy. Priscilla Lui, former head of the Hong Kong Committee on Children's Rights, said professionals would keep following the case and assess if the baby was getting proper care if he was sent back to his parents. "When the child goes back, is he safe? Does the family have the ability to care for him? This shouldn't be a rushed decision. Toys that can damage a child's hearing or induce epileptic fits have been found on sale in Hong Kong with some products lacking the necessary warnings for parents, the Consumer Council said on Thursday. The watchdog said it tested 30 battery-powered products with sound or light features, including toy phones, keyboards, walkie-talkies and trains, priced at between HK$28 and HK$399. Eight of the items failed battery safety checks, with the batteries left exposed after drop or pull tests. Of the 22 toys with light features, three did not have the required labels to warn of a potential risk they could trigger photosensitive epilepsy. One toy also played music louder than the 80-decibel limit set out in safety standards, with the council warning that prolonged exposure to excessive noise can harm a child's hearing at a time when their auditory system is still developing. "We urge relevant manufacturers and suppliers to check the results of this test and improve the product design and labelling to improve the safety of toys and strengthen the protection of children," the watchdog said. "The Consumer Council reminds parents and caregivers to pay close attention to product labels and safe usage when purchasing and using battery-operated toys with sound or light features, in order to reduce potential risks to children." A one-and-a-half-month-old baby boy, who does not possess a birth certificate and was reportedly delivered via homebirth, has been temporarily moved to a sheltering facility following a court order. The Social Welfare Department on Wednesday said the baby is under professional care, adding that it has applied for a child protection order from the court following the arrest of a couple said to be his parents. The couple was arrested on Tuesday on suspicion of child neglect after failing to provide proof that they had taken the infant for medical checks. They previously refused DNA testing to prove their relationship with the baby and failed to register a birth within 42 days set out in the law. Following the coupleโs arrest, the baby underwent checks at the hospital and medical workers found no apparent injuries on him. Senior social work officer Stephanie Lee said the department will submit a report to the court to decide the next steps after meeting with the couple. โWe will collect the information and then make the assessment and then also involve all other concerned parties. The time [taken for the report submission] will be subject to the progress of this assessment or the information gathered,โ she said. When asked if the department will hand the baby back to the couple if it is found they are his biological parents, she stressed that the department will prioritise the baby's well-being. She added that if the couple is proven unfit to care for the child, the department may seek a guardianship order. Some parents on Wednesday said they received the same result for their children who applied for a school place through the primary one central allocation system, even though a text message was mistakenly sent a day ahead of schedule due to a system error. According to the Education Bureau, a total of 16,345 pupils took part in this yearโs primary one central allocation โ about 86.2 percent, or more than 14,000 of them, were given their top three choices. Combined with discretionary places, the overall satisfaction rate stood at 93.6 percent. Some parents, including a man surnamed Chung, decided to go door-knocking at their preferred school even though his daughter was allocated the top choice in the school net they live, consistent with the text message mistakenly sent earlier. He said the text message that the bureau sent out a day ago did not affect his plan at all. โWhen I got the text message, I was shocked. A lawmaker on Wednesday called a controversial child neglect case "mind-boggling", saying he couldn't understand how the parents would leave their newborn without a birth certificate or any medical records. The parents were arrested on Tuesday after the case went viral online as they refused DNA testing to prove their relationship with the baby following a home birth. Speaking on an RTHK programme, Peter Koon, who chairs Legco's social welfare panel, says the baby's safety is what matters most โ and a court could issue a protection order if the parents are found unfit to care for him. "Following the issuance of a child protection order, the baby could be sent to a facility that specialises in caring for newborns," he said. "As for who becomes the guardian, that really depends on the court's order. But theoretically, temporary guardianship could be granted to the Director of Social Welfare." Speaking on the same programme, Patrick Ip, a paediatrics professor at the University of Hong Kong, said he's worried about the baby's health. "This case makes me uneasy. The parents had two other children โ neither went smoothly. One of them died young. Was there a problem with the way they cared for them?" he questioned. "For this newborn without a birth certificate, there's no way to get proper vaccinations or health monitoring. This is very far from ideal." A basketball coach of a secondary school in Siu Sai Wan has apologised over a suspected case of corporal punishment. Secretary for Education Christine Choi said officials will follow up on the incident. A video circulating online purportedly showed the coach, Yung Kam-wah, holding the hand of a student and forcing him to slap himself in front of other youngsters.
