Two CUHK Medical Centre dept heads charged by ICAC

Two former heads of departments at CUHK Medical Centre have been charged by the corruption watchdog over alleged fraud and leaking confidential details of a probe.

In a statement, the Independent Commission Against Corruption (ICAC) said the hospital's former head of sports medicine and rehabilitation centre, Lau Mun-cheung, faces six charges in total – one each of fraud and disclosing the identity of a person being investigated and four of perverting the course of public justice.

Tang Lai-ting, the former chief human resources officer, faces one count of disclosing the identity of a person being investigated.

The ICAC said the two have been released on bail and will appear at the Sha Tin Magistrates' Courts on Wednesday.

Lau supervised the work of about 20 physiotherapists as head of the rehab centre.

He is alleged to have, between July 2021 and September 2025, given false representation that he had personally provided professional services to patients with the intent of defrauding the medical centre by getting it to pay him fees.

That, the watchdog said its investigations showed, came after Lau had instructed physiotherapists to treat patients during appointments made for his services.

Tang is alleged to have disclosed to Lau that he was the subject of the investigation without lawful authority or reasonable excuse.

Lau then allegedly disclosed to two administrative staff members that he was the subject of an ICAC investigation.

He is also alleged to have, on various occasions, perverted the course of public justice by instructing four administrative staff members and two physiotherapists to mislead or thwart ICAC officers, such as by refusing interview invitations or destroying evidence.
