CEBU CITY, Philippines — Employees whose former employers delay the release of their final pay may seek assistance from the Department of Labor and Employment (DOLE), which says companies cannot withhold legally mandated benefits such as salaries and 13th-month pay because of incomplete clearance requirements. DOLE Central Visayas Regional Director Roy Buenafe said employees should first raise the matter with their employer or management.
