CEBU CITY, Philippines — Former Mayor Michael “Mike” Rama has won the dismissal of all graft charges against him after the Sandiganbayan extended its earlier ruling clearing his five co-accused and rejected the prosecution’s attempt to revive the cases arising from the city’s emergency garbage contracts after Typhoon Odette.
