'Wong's case sets precedent for Legco code review'

Legislative Council President Starry Lee said on Monday that the case involving former lawmaker William Wong will serve as a significant precedent when Legco's code of conduct is next reviewed.

Wong resigned from Legco last Friday, following his arrest earlier in the week on suspicion of drink-driving. The incident occurred when his vehicle struck two parked cars at the Chinese University.

Speaking to reporters, Lee emphasised that all members must strictly adhere to the Code for Members of the Legislative Council, adding that any matters that require reporting should be brought to her attention without delay.

"I believe that the code has always been reviewed from time to time. In the past, such reviews have typically been conducted in the later stages of a term. This incident will certainly serve as an important precedent and a consideration for any future amendments," she said.

When asked whether the Legislative Council Supervisory Committee's failure to initiate procedures immediately in this case would trigger a review of the mechanism itself, Lee clarified that the committee is not required to wait for a public complaint before taking action.

She stressed that she had been closely monitoring the situation and was actively engaged in handling the matter.

Regarding whether a by-election will be held to fill the vacancy, Lee said the decision rests with the government.

She noted that public attention surrounding Wong's case would serve as a cautionary reminder for other lawmakers, and encourage them to exercise greater vigilance and hold themselves to stricter standards.

"Members should learn from this incident, conduct themselves with greater prudence in their words and actions, and fulfil their duties more seriously and responsibly, so as to meet society's expectations of the legislature," she said.

Lee said that the case has been referred to police for follow-up and expressed confidence that the court would handle it fairly and impartially.

She declined to discuss case details publicly, noting that Wong has already resigned from his legislative duties and that his resignation represents an acceptance of responsibility.

Meanwhile, Police Commissioner Joe Chow has confirmed that the case is under investigation and that legal guidance from the Department of Justice would be sought if necessary.
