Russia has added Telegram founder Pavel Durov to its official terrorist and extremist list, following a warrant for his arrest on charges of facilitating terrorist activity. The move follows accusations that Durov allowed the platform to be used for recruitment by Ukraine's security services.
Paying for Telegram Premium isn’t considered a criminal offense (at least not yet) because Russia’s Federal Financial Monitoring Service, known as Rosfinmonitoring, added Pavel Durov personally to its list.
