Lebanese president’s one-day trip comes as Beirut seeks to preserve ties with competing regional powers

Lebanese President Joseph Aoun is set to visit Ankara on Thursday for talks with Turkish President Recep Tayyip Erdogan, in a one-day trip aimed at clarifying an established but increasingly ambiguous relationship between the two countries.

Aoun will travel with a small delegation of presidential advisers, without any ministers, and no bilateral treaties are expected to be signed during the visit.

Lebanese and Turkish sources told Middle East Eye that the talks would instead focus on the broader political relationship between Beirut and Ankara, including Turkey’s concerns over Lebanon’s regional positioning and the possibilities for expanded military and diplomatic cooperation.

“This trip is the start of something,” a senior Lebanese source told MEE.

“Lebanon is in a delicate political position. It needs to maintain good relations with everyone and avoid upsetting anyone.”

The source said relations between Lebanon and Turkey had remained intact, but acknowledged that the two countries had not always communicated clearly about their respective political priorities.

“There might have been a lack of communication from both sides, but there was no signal of Turkish discontent over Lebanon’s political track,” the source said.

“The trip will serve as a complete, open and honest conversation between the two presidents.”

The visit is therefore not intended as a reconciliation or a restoration of relations. Rather, it reflects an attempt to give greater political definition to ties that have continued through diplomatic, economic and security channels but have lacked a clearly articulated strategic framework.

For Lebanon, the meeting comes as the country attempts to navigate relations with Turkey, the Gulf states, the United States, Europe and other regional actors without appearing to align itself exclusively with any one bloc.

For Ankara, it is an opportunity to communicate its expectations regarding Lebanon’s position in a region increasingly shaped by competition over energy routes, maritime boundaries, defence partnerships and relations with Israel.

Turkish role in the south

Ahead of the visit, Aoun told Turkey’s Anadolu Agency that Lebanon welcomed a possible Turkish role in any future international arrangement in southern Lebanon, particularly as discussions continue over the future of the United Nations Interim Force in Lebanon.

Turkey has previously contributed to Unifil’s maritime task force and has maintained military and security cooperation with the Lebanese state.

Aoun’s remarks appeared intended to underline that Beirut views Ankara as a potential contributor to Lebanese stability rather than merely as an external regional power.

The Lebanese president is also expected to discuss the implementation of agreements governing the situation in southern Lebanon, including the need for an Israeli withdrawal and continued international support for the Lebanese Armed Forces.

However, Turkish officials are expected to use the meeting to seek greater clarity over the direction of Lebanese foreign policy, particularly following Beirut’s maritime-border agreement with Cyprus.

Cyprus maritime deal raised questions in Ankara

A senior Turkish official told MEE that Ankara was “shocked” when Lebanon proceeded unilaterally with a maritime-border agreement with Cyprus without first engaging with Turkey.

The concern was not simply that Ankara had been excluded from the discussion. Turkish officials viewed the agreement as carrying broader regional implications because of Cyprus’s close strategic and energy ties with Greece and Israel.

The eastern Mediterranean has become an arena of competing energy, transport and political projects.

One alignment brings together Israel, Cyprus and Greece through proposed electricity links, gas infrastructure and transport routes intended to connect the eastern Mediterranean to Europe. Turkey has promoted competing corridors that would place it at the centre of energy and commercial routes connecting Asia, the Middle East and European markets.

Lebanon’s agreement with Cyprus does not formally place Beirut in an alliance with Israel. But Ankara fears that the deal could gradually draw Lebanon into a regional framework built around Cyprus, Greece and Israel, which would clash with Turkey’s own strategic ambitions.

From the Turkish perspective, the issue is therefore not the existence of Lebanese-Cypriot relations, but whether Beirut’s maritime and economic decisions could eventually acquire a wider political meaning.

A senior diplomatic source told MEE that Erdogan was expected to raise the matter directly with Aoun.

The source said Erdogan would make clear that Turkey could not regard Lebanon as an ally of Israel, as Ankara believes some individuals close to the Lebanese presidency may favour.

“At a minimum, Ankara expects Lebanon to maintain neutrality in the regional conflict,” the source said.

The Turkish concern does not necessarily reflect a belief that Lebanon has already joined an Israeli-led regional camp. Rather, it reflects uncertainty over how Beirut intends to position itself as new maritime, energy and security arrangements emerge.

The meeting is expected to give Aoun an opportunity to reassure Erdogan that Lebanon’s engagement with Cyprus and other regional actors is not directed against Turkey.

It will also allow the Lebanese president to explain Beirut’s approach to negotiations with Israel, which Lebanese officials have presented as an effort to secure an Israeli withdrawal, strengthen state sovereignty and bring an end to hostilities, rather than establish a strategic alliance with Israel.

Military cooperation

In return for greater clarity over Lebanon’s regional position, Turkey is prepared to expand its support for the Lebanese state, particularly the Lebanese Armed Forces.

The senior diplomatic source said Ankara intended to invite the commander of the Lebanese army to visit Turkish defence industries and manufacturing facilities.

Turkey could provide the army with significant military equipment if the Lebanese military formally identifies its requirements and expresses interest, the source added.

Turkey’s defence industry produces drones, armoured vehicles, communications systems, naval platforms and other military equipment, and Ankara has increasingly used defence cooperation as a component of its regional diplomacy.

The source stressed that Turkish engagement with Lebanon should not be interpreted through the historical legacy of the Ottoman Empire.

“Turkey is a Nato member and approaches Lebanon from a modern strategic perspective, rather than through any Ottoman historical framework,” the source said.

For Lebanon, Turkish military assistance could offer an additional source of support as the army assumes greater security responsibilities across the country and along its borders.

However, Beirut will have to manage any expanded cooperation carefully to avoid creating the perception that it is replacing its established military relationships with the United States, France and other western partners.

The importance of Aoun’s visit lies less in the prospect of immediate agreements than in the effort to define the political boundaries of the Lebanese-Turkish relationship.

The two countries already maintain diplomatic ties, commercial exchanges and security cooperation. Turkey also has political, cultural and humanitarian influence in parts of Lebanon.

But the relationship has remained ambiguous because neither side has fully clarified what it expects from the other amid rapid regional change.

Aoun’s trip is unlikely to resolve all of those questions in a single day.

It may, however, establish a more direct channel between the two presidents and reduce the possibility that future Lebanese decisions are interpreted in Ankara without prior communication.

As the senior Lebanese source put it, the visit will not mark the beginning of relations between the two countries, but the beginning of a more candid conversation about where those relations are heading.
