CNBC's "Squawk Box" co-host Joe Kernen said Friday that President Trump's settlement with his own administration for suing the IRS for $10 billion "smells bad." Trump dropped the lawsuit to launch the $1.776 billion "anti-weaponization" fund to compensate those who claim they have been wrongly investigated or prosecuted by the Department of Justice (DOJ).
