Signal No. 1 still up in Batanes, Cagayan as Typhoon Francisco weakens

MANILA, Philippines — Typhoon Francisco (international name: Mekkhala) further weakened on Wednesday afternoon as it continued to head away from the country, the state weather bureau said.
