The race to replace retiring Rep.
Steny Hoyer (D-MD) in Maryland’s deep-blue 5th Congressional District is rapidly becoming one of the most expensive House primaries in the country, fueled by millions of dollars from outside groups.
Outside organizations had spent a collective $12.5 million in the race, according to Federal Election Commission filings.
