US universities urge intl students to return

US universities have advised international students and exchange visitors to return to the United States before mid-September as the Department of Homeland Security (DHS) prepares to implement its new "fixed time period of admission" rule, which will replace the long-standing "duration of status (D/S)" system from September 15, 2026.

The advisories come during the 60-day implementation period following publication of the final rule.

Universities said returning before the rule takes effect could help students avoid uncertainty while institutions and immigration offices adjust to the new requirements.

Columbia asks students to reach New York before classes begin Columbia University has recommended that all students return to New York City before the start of classes on September 8, 2026.

In guidance updated on July 21, the university said the new DHS rule will admit F and J visa holders for a fixed period of up to the length of their academic programme, but not exceeding four years.

Students who need more time to complete their degrees will have to apply for an extension of stay.

Columbia also said it will continue updating its frequently asked questions as it reviews the rule and its impact on students, scholars and university procedures.

The university has scheduled a webinar with immigration attorney Dan Berger and said students under its F-1 and J-1 sponsorship will receive direct email updates.

Other universities issue similar guidance Other US institutions have also begun issuing campus-specific advisories.

The University of Pennsylvania's International Student and Scholar Services (ISSS) informed students that it is reviewing the new regulation and encouraged them to monitor official updates as implementation approaches.

Cornell University has published guidance explaining the end of the D/S system and the introduction of fixed admission periods for F and J visa holders.

The university said students should understand how the changes may affect future travel, immigration status and programme completion.

The University of Washington has also issued a statement on the changes, explaining the transition from duration of status to fixed periods of admission and advising students to stay informed through the university's international student office.ALSO READ: US-bound students face more paperwork, shorter deadlines under Trump's new immigration rule Carnegie Mellon University has updated its Office of International Education website with information on the final DHS rule and said it will continue providing updates and support for affected international students and scholars.

What changes from September 15 Under the new DHS regulation, most F-1 and J-1 visa holders entering the United States on or after September 15, 2026 will no longer be admitted for "duration of status." Instead, they will receive an Authorised Admission Until Date (AUD) reflecting the period they are allowed to remain in the country, generally matching their academic or exchange programme, subject to a maximum admission period under the rule.

Students whose programmes extend beyond their authorised stay will need to apply for an extension before their admission period expires.

Universities across the US are reviewing institutional procedures and advising students to follow updates from their international student offices as the implementation date approaches. ...
