MANILA, Philippines — The Commission on Elections (Comelec) on Thursday warned the public against unauthorized assistance for voter certification, emphasizing that registered voters can obtain the document for free. This came after the Comelec flagged a Facebook user named “Mheay Sta Ana” who reportedly charged a client from Taipei, Taiwan for processing an overseas voter certification for P1,800.
