그레이엄 전 상원의원은 러시아에서 원유와 천연가스를 가장 많이 수입하는 5개국에 미국이 최대 100%까지 관세를 부과할 수 있는 권한을 대통령에게 부여하는 러시아 제재안 수정안을 숨지기 직전까지 추진했다.
