Consultation on HK's five-year plan to begin Monday

The two-month public consultation on Hong Kong's first five-year plan will commence on Monday, Chief Executive John Lee said on Tuesday. The move comes after he said this year the SAR would have its own development policy framework that is in line with the nation's and hoped to unveil it by the end of this year. Speaking ahead of the weekly Executive Council meeting, Lee said the plan would allow the SAR to seize more opportunities that arise from national strategies and development initiatives while also helping Hong Kong better integrate with and contribute to the country's overall development. The plan, he added, would continue to uphold principles that have underpinned the city's success, including "One Country, Two Systems" and "patriots administering Hong Kong" while aiming to develop the economy and improve people's livelihoods. "We will focus on livelihood issues that are of greatest concern to the public to enhance their sense of fulfilment and happiness," Lee said. "Secondly, we will better integrate an active government with an efficient market, with the government playing a leading role in stimulating market creativity and competitiveness. "The effective integration of these two elements will serve as a powerful driving force for Hong Kong's high-quality development." Lee also said the policy blueprint would serve as a forward-looking and strategic document and that the annual Policy Address would align with and respond to what is outlined. The public consultation document will be uploaded to a dedicated website while copies of it will be distributed at various designated locations. A series of consultation events will also be organised to gather feedback from lawmakers, industry representatives as well as the public, Lee said. The government, he said, hopes to listen to views from the community and take public sentiment into account as a way to do its utmost in formulating the plan so as to serve the interests of the general public. Prosecution identifies serious lacunas in murder charge sheet against ‘drug baroness’ Pinky

KARACHI: Pointing out serious lacunae in the investigations of a murder case involving alleged drug baroness Anmol Pinky, State Prosecutor Muhammad Arif Sitai has observed that the investigating officer (IO) has failed to collect substantial evidence in connection with the case. He made such observations in a scrutiny note after the IO in the murder case filed an interim charge sheet before the court concerned. The murder case was registered at the Baghdadi police station on May 9 on the complaint of an auto mechanic against Pinky, three days before her official arrest in two other cases, including those pertaining to drugs and possession of an unlicensed weapon. In the FIR, the complainant stated that while riding his motorcycle along Haji Peer Muhammad Road on April 7, he noticed a crowd gathered at a spot where a Madadgar-15 police van and an ambulance were present. In scrutiny note to IO, prosecutor points to one-month delay in registration of FIR The complainant claimed that he saw the body of a man lying on the footpath. He further stated that a small tin box was recovered from the deceased, on which the name of suspect Pinky was printed. In the scrutiny note addressed to the IO of the case, the prosecutor pointed out that the FIR was registered with a delay of one month and that the investigator had failed to provide any explanation. He further stated that the IO also failed to obtain footage from surveillance cameras installed in the surrounding area, adding that he did not record the statement of any eyewitness or of anyone, including the suspect who was allegedly in contact with the deceased. According to the prosecutor, the complainant’s statement is yet to be recorded before a magistrate. He further noted that the reports of serologist, chemical examiner and DNA analysis are still awaited, and that the relevant expert opinions will be added to the final charge sheet. Meanwhile, a judicial magistrate on Monday granted the IO an additional seven days to submit an interim charge sheet in the drugs and possession of an unlicensed weapon cases registered at the Garden police station against Pinky. MUMBAI: Tata Consultancy Services (TCS) has renewed its lease for nearly 15 lakh sq ft of office space in Chennai in a transaction with rental outgo of around Rs 1,420 crore over its total tenure of 10 years, underscoring the country’s largest IT services company’s long-term commitment to one of its key delivery hubs.This ranks among the largest office lease renewals and occupier commitments reported anywhere in India. The transaction assumes significance against the backdrop of growing concerns over the impact of artificial intelligence on employment in the technology sector.Several global and Indian IT companies have highlighted productivity gains from AI-led automation in recent quarters, fuelling debates around potential workforce rationalisation and slower hiring.The lease has been signed for space at Chennai One IT SEZ in Thoraipakkam. The agreement commenced on November 1, and covers a chargeable area of 14.66 lakh sq ft, showed documents accessed through Propstack, a realty data analytics platform.TCS will occupy the first to eighth floors across four towers in Block A (Alpha), along with the first, sixth, seventh, eighth and eleventh floors in Block B (Magnum). The leased premises have a carpet area of 11.29 lakh sq ft.The lease has been signed at a starting rental of Rs 70 per sq ft a month, translating into a monthly rental payment of about Rs 10.26 crore. The agreement carries a tenure of 10 years and is backed by a security deposit of Rs 94.64 crore.The lease agreement provides for a 12% escalation in rentals every three years. Based on the contracted rentals and the escalation structure, the total rental commitment over the 10-year tenure is estimated at approximately Rs 1,420 crore.ET’s email query to TCS remained unanswered until the time of going to press.TCS’ decision to retain and renew this nearly 1.5 million sq ft of office space for a decade signals continued confidence in its long-term operational footprint and workforce presence.Chennai continues to remain one of India’s most important technology markets, housing large campuses of domestic and multinational IT companies. The city’s established talent pool, relatively lower operating costs and robust office infrastructure have helped it maintain its position as a preferred destination for technology occupiers.
